Job description

  • WORK ARRANGEMENT:
    • 60-80% Remote from within Wisconsin. The candidate must be a Wisconsin resident or willing to relocate to Wisconsin before starting the role at their own expense.
    • The candidate must be a current resident of Wisconsin.
    • If not a current WI resident, the candidate must be relocated by the start date.

REQUIRED SKILLS: (Need Majority; 5+ Years)

  • 5+ years as a Business Analyst, Business Systems Analyst, or similar role, especially in system implementation or process improvement
  • 5+ years of experience gathering/documenting business and technical requirements
  • 5+ years collaborating with vendors, IT, and business stakeholders

NICE TO HAVE SKILLS:

  • Certification in Business Analysis, Lean Six Sigma, or Change Management
  • Familiar with grant management systems or enterprise software
  • Experience with financial system integration projects
  • Knowledge of state/federal government operations and funding processes

DESCRIPTION OF ROLE:

Project Overview:

This initiative includes:

  • Gathering of system, business, and technical requirements
  • Conducting a feasibility study
  • Designing the future-state system architecture
  • Developing cost estimates for system development/procurement and maintenance

The selected Business Systems Analyst will report to the DHS Office of Grants Management Director and collaborate with a contractor team that includes a Project Manager and Systems Architect, as well as a part-time PMO Project Manager for stakeholder engagement.

Role Overview:

The Business Systems Analyst will lead the business process analysis and requirements gathering effort. Key responsibilities include:

  • Leading stakeholder engagement sessions to identify and prioritize business needs
  • Documenting current-state workflows and data systems
  • Creating future-state process maps and business requirements
  • Drafting functional and technical documentation, including use cases and system specifications
  • Supporting system feasibility and architectural design phases
  • Collaborating with technical teams to ensure business requirements are met
  • Conducting gap analysis, data mapping, and reporting requirements
  • Assisting in system testing and potentially training users
  • Translating complex business needs into detailed user stories, process flows, and specifications
