Job description

This position is located in the Department of Health and Human Services, Assistant Secretary for Financial Resources, headquartered in Washington, District of Columbia.

Qualifications:WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:
  • Proven ability to advise contracting officers and program officials on acquisition strategies ensuring optimal small business participation through thorough market research, set aside recommendations, and compliance with FAR Part 19 requirements.
  • Skilled in analyzing complex acquisition and policy issues and transforming them into clear, actionable recommendations for departmental and senior leadership decision making.
  • Proficient in assessing small business goal achievement and performance metrics, including the ability to evaluate procurement data, identify trends or gaps, and translate findings into strategic insights.
  • Adept at developing high quality briefing materials, policy guidance, executive correspondence, and acquisition related documents while applying knowledge of category management, procurement forecasting, and industrial base analysis.
