Owner's Representative - Scheduler
Job Description
Seeking an experienced Construction Scheduler to serve as Owner's Representative for semiconductor fabrication facility construction projects in Boise, Idaho. This critical role requires expertise in complex capital project scheduling, critical path analysis, and semiconductor facility construction sequencing. The Scheduler will develop, maintain, and analyze comprehensive project schedules that coordinate cleanroom construction, MEP installation, process tool integration, and production ramp activities across multi-billion-dollar facility expansions
Primary Responsibilities
As Owner's Representative Scheduler, you will create and maintain integrated master schedules for semiconductor fabrication facility construction projects using Primavera P6. Your schedules will serve as the foundation for project decision-making, resource allocation, and executive reporting across projects ranging from $50M cleanroom buildouts to $15B+ fabrication expansions.
Develop detailed construction schedules encompassing all project phases including design, procurement, site preparation, structural construction, architectural finishes, cleanroom installation, MEP systems, process utilities, tool installation, commissioning, qualification, and production ramp. Establish logical relationships and constraints between activities, define critical and near-critical paths, and identify schedule risks and opportunities.
Coordinate schedule development with multiple general contractors, trade contractors, equipment vendors, and internal company teams including Facilities, Manufacturing, Process Engineering, and Quality. Integrate contractor baseline schedules into master project schedules, ensuring alignment with our overall facility delivery strategy and semiconductor tool installation timelines.
Conduct schedule analysis including critical path identification, float analysis, what-if scenarios, schedule compression opportunities, and resource leveling. Perform variance analysis comparing baseline to actual progress, identifying slippage causes and developing recovery plans. Generate lookahead schedules at various intervals (2-week, 6-week, 90-day) to support field coordination and resource planning.
Lead weekly and monthly schedule review meetings with contractors and project teams. Evaluate contractor schedule updates for logic, completeness, and accuracy. Analyze schedule impacts from design changes, RFIs, change orders, and unforeseen conditions. Review and validate time extension requests and acceleration proposals from contractors.
Project Controls Integration
Collaborate with cost engineers to support earned value management analysis, linking schedule performance to cost performance. Provide schedule data for project forecasting, trend analysis, and executive dashboards. Support claims analysis and dispute resolution through detailed schedule forensics and delay impact analysis.
Develop scheduling standards and templates specific to semiconductor facility construction. Maintain schedule basis documents including calendars, activity code structures, WBS hierarchies, and resource libraries. Ensure schedules comply with industry's best practices and owner requirements.
Coordinate schedule integration across interdependent projects including facility construction, utility infrastructure upgrades, tool installations, and operational transitions. Map critical interfaces between shell/core construction, cleanroom fit-out, MEP rough-in/trim, and tool hook-up activities.
Required Qualifications
- Bachelor's degree in Construction Management, Engineering, or related field
- Minimum 5-10 years of construction scheduling experience with at least 5 years on complex capital projects over $50M
- Expert-level proficiency in Primavera P6 (P6 EPPM or P6 Professional)
- Strong understanding of critical path method (CPM) scheduling principles and techniques
- Experience with semiconductors, pharmaceutical, data center, or other mission-critical facility construction preferred
- Knowledge of construction means and methods across all major trades
- Ability to read and interpret architectural, structural, and MEP drawings
- Strong analytical skills with attention to detail and accuracy
- Excellent communication skills for presenting schedule information to diverse audiences
- Proficiency in Microsoft Office Suite, especially Excel and PowerPoint for reporting
Preferred Qualifications
- Professional certifications: PSP (Planning and Scheduling Professional), PMP, or equivalent
- Experience scheduling cleanroom construction and ISO-classified environments
- Familiarity with design-build, CMAR, or EPC project delivery methods
- Knowledge of semiconductor manufacturing processes and tool installation sequences
- Experience with schedule delay analysis methodologies (TIA, Windows, Collapsed As-Built)
- Proficiency in additional scheduling tools: Microsoft Project, TILOS, Asta Powerproject
- Background in cost-loaded scheduling and earned value management
- Previous experience as owner's representative for major technology or industrial companies
- Understanding of mechanical completion, commissioning, and startup processes
- Experience with 4D/5D modeling and schedule visualization tools (Synchro, Navisworks)

- Cleanroom pressurization cascades and progressive commissioning requirements
- High-purity process utility systems (UPW, CDA, bulk chemicals, specialty gases) with extended procurement and testing
- Electrical infrastructure including substations, medium voltage distribution, and backup power systems
- Process tool delivery, rigging, installation, and qualification protocols
- Environmental control systems requiring extensive testing and certification
- Phased occupancy and operational transitions while construction continues in adjacent areas
