Duties * Serves as the Det 3, 66 TRS Quality Assurance Evaluator and Training Administrator. * Provides expert technical guidance, advisory support and assistance on a wide variety of management issues. * Assists in the preparation of detailed plans, budgets, and schedules for training program and participates with leadership in fiscal planning and programming. * Serves as a focal point for unit training, logistics, and program management directives * Represents the organization to higher management echelons and provides status information on assigned projects/programs as required. Travel may include overnight stays. * May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. * Must be able to obtain and maintain a SECRET security clearance * The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position. * Prior Air Force SERE training instructor experience is highly desired. * Must seek to qualify in and then maintain instructional currency IAW established DAFIs as a trainer and/or certifier. * This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 + IOR SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; Knowledge of Instructional Design process to assess training needs and to design and develop training programs, plans and materials; Comprehensive knowledge of wide range of principles, concepts, and practices in Survival, Evasion, Resistance, Escape (SERE) and skill in applying this knowledge to difficult and complex work assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of Air Force Survival, Evasion, Resistance and Escape (SERE) tactics, techniques, procedures operational activities, tactical structure and organization to interpret and apply DOD, Air Force and MAJCOM training operation principles, concepts and methodologies, directives, guidance, policy and procedures. 2. Knowledge of financial, budget, and resource management practices and principles as well as standard contracting policies, practices, and procedures to manage resources and financial requirements and oversee contracts. 3. Knowledge/application of training administration policies and procedures and the principles and techniques required to develop and conduct instructional programs for efficient delivery of training. Knowledge of quantitative and qualitative techniques for analyzing and measuring effectiveness and efficiency of training operations. 4. Knowledge of the mission, roles, functions, and operations of DoW, Air Force, and MAJCOM organizations to provide SERE guidance and develop, review and update the SERE training requirements and objectives. Knowledge/application of the principles, practices and techniques of instruction. 5. Skill in establishing and maintaining effective working relationships with leadership, individuals/families, heads of service agencies, and their representatives. 6. Ability to communicate orally and in writing to develop materials for presentation and to brief objectives, strategies and implement concepts clearly, concisely and with technical accuracy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
