  • Technical, market, financial, safeguards, sponsor, schedule, and TOR assumptions conflict or do not trace to the recommendation.
  • Compressed schedules, weak evidence, sponsor optimism, model errors, citation gaps, or version/comment failures threaten decision quality.
Responsibilities
  • Review decision statements, evidence registers, assumptions/gaps, analytical methods, calculations, sensitivities, alternatives, findings, recommendations, TOR/budget/schedule trace, citations, and acceptance requirements.
  • Conduct completeness/compliance, discipline-level technical, cross-domain integration, and release reviews appropriate to personal qualifications.
  • Challenge unsupported certainty, omitted alternatives, optimism bias, model/source inconsistency, scope gaps, and unclosed comments.
  • Maintain issue, comment-disposition, version, release, and residual-risk records.
  • Approve release only within independent authority; return deficient work for correction and verify closure.
Minimum evidence-based qualifications
  • Senior technical, economic, infrastructure, engineering, scientific, development-finance, safeguards, quality, or decision-product review experience.
  • Evidence independently reviewing multi-disciplinary assessments, feasibility work, diligence, advisory products, models, TORs, or investment recommendations.
  • Exceptional analytical writing, editing, citation/provenance, and cross-domain reasoning.
  • Ability to remain independent of authorship and document disagreement professionally.
  • U.S. citizen or lawful permanent resident, with written attestation required before proposal inclusion.
  • Demonstrated senior/expert judgment supported by specific project, analysis, decision-product, or implementation evidence—not keyword familiarity alone.
  • Ability to produce concise, defensible written analysis in English and work across technical, commercial, financial, safeguards, institutional, and implementation interfaces.
