Job Summary

This engineer is responsible for ensuring the organization’s pipeline systems and operations comply with federal, state, and local pipeline safety regulations. This position will collaborate with Company operations and construction personnel to ensure a high standard of compliance with pipeline safety regulations and the Company’s Operations and Maintenance Plan. This role focuses on regulatory adherence, risk mitigation, audit readiness, and continuous improvement of pipeline integrity and safety programs. The ideal candidate combines strong engineering expertise with deep knowledge of pipeline regulations and compliance frameworks.

This position reports to Senior Manager, Codes and Regulatory. The position has primary responsibilities to support the assets throughout the company’s footprint and will occasionally require travel to other states in which Company operates. Approximately 30% overnight travel is expected.

Key Accountabilities

  • Ensure compliance with applicable regulations, including PHMSA (49 CFR Parts 190–199), FERC, OSHA, and state pipeline safety rules
  • Travel to Company field and office locations to collaborate with operations and construction personnel
  • Maintenance of Maximum Allowable Operating Pressure (MAOP) for pipeline systems, to include documentation
  • Identify those pipeline segments requiring MAOP reconfirmation
  • Development of a materials verification program
  • Support integrity management programs (IMP) in accordance with federal requirements
  • Analyze pipeline data (ILI, pressure tests, corrosion data) to identify compliance risks
  • Collaborate with engineering and operations teams to address deficiencies and corrective actions
  • Participate in risk assessments and mitigation planning
  • Coordinate internal and external audits, including regulatory agency inspections
  • Prepare responses to audit findings and enforcement actions
  • Track corrective actions and ensure timely resolution
  • Develop audit readiness programs and mock inspections
  • Participates in the maintenance and review of the Company’s Operations and Maintenance (O&M) Plan
  • Reviews, writes and maintains procedures that comprise Company’s O&M Plan
  • Provides quality control checks on records required by Company’s O&M Plan
  • Reviews new construction records to ensure quality and type of records meet Company specifications
  • Special projects or other duties as assigned

Minimum Education & Experience Requirements

  • Bachelor’s degree in engineering
  • 6 years of natural gas operations, maintenance or support experience
  • Must possess and maintain a valid driver’s license and meet company-driving standards
  • Experience with PHMSA regulations and compliance programs
  • Knowledge of DOT Operator Qualification Program

Preferred Qualifications

  • Professional Engineer (PE) license preferred
  • General knowledge of natural gas pipeline construction is preferred
  • Hazardous liquid experience in addition to natural gas experience is preferred
  • Working knowledge of 49 CFR Part 192 is required; knowledge of 49 CFR Part 195 in addition to 49 CFR Part 192 is preferred

Other Requirements

  • Familiarity with GIS systems, SCADA, and pipeline data analysis tools
  • Strong technical writing skills and previous experience with procedure writing
  • Strong organizational skills with flexibility to handle multiple projects and to prioritize assignments in a fast-paced, changing work environment is required
  • Strong presentation skills; excellent written and verbal communication skills
  • Work collaboratively with a wide variety of teams including field operations, engineering and management
  • Ability to travel to field locations as required and to conduct field evaluations/inspections in a pipeline right-of-way environment and/or all weather conditions
  • Ability to perform job duties with minimal supervision

While working at a project site, the employee is occasionally exposed to outside weather conditions, including cold/hot, wet and/or humid conditions, uneven or steep terrain and may work near moving mechanical parts and/or machinery. The employee is occasionally exposed to fumes or airborne particles and vibration (see physical requirements above). The noise level in the work environment is usually quiet to moderate in the office but may become loud at the project site.
