Job description

Duties Description Inspect hospitals and diagnostic and treatment centers to evaluate environmental health, fire safety and general care requirements to determine compliance with applicable regulations and federal and local laws, rules, and codes; NYS Public Health Law; Sanitary Code; The incumbent will be expected to write and perform quality assurance reviews of inspection reports and survey materials; cite appropriate deficiencies; review regulatory waivers, plans of correction and licensure project materials; perform pre-opening inspections; conduct follow-up surveys, inspections and/or complaint investigations; and participate in emergency response preparedness activities and/or actual event management when needed. The incumbent will provide supervision of lower-level program staff and perform other duties as assigned.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Principal Sanitarian, SG23.
Non-Competitive Candidates via NY HELPS: A bachelor's degree including or supplemented by 30 qualifying semester credit hours in animal science, biochemical engineering, biochemistry, biological sciences, biology, biophysics, chemical engineering, chemical science, chemistry, civil engineering technology, conservation biology, earth science, ecohydrology, electrical engineering, electrical science, emergency management, engineering science, engineering technology, environmental biology, environmental engineering, environmental health, environmental science, environmental studies, fire science, geochemistry, geology, health physics, health science, industrial hygiene, mechanical engineering, medical science, medical technology, microbiology, natural sciences, nursing, occupational health, occupation health and safety, physical science, physics, pre-med, structural engineering, toxicology, water resources engineering, water resource management, and water resources and three years of experience in environmental health protection defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, or experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities.
Preferred Qualifications: Experience inspecting health care facilities. Experience with interpreting regulations, conducting complaint investigations, conducting survey and monitoring health care programs' compliance with rules and regulations. Experience reviewing Certificate of Need Projects. Strong interpersonal skills and ability to work independently, supervisory experience, excellent decision-making capability, and strong writing and editing skills. Bachelor's or master's degree in environmental health, environmental science or public health.
Additional Comments This position will at times require long distance and overnight travel not served by public transportation. Proof of vaccination against COVID-19 and influenza may be required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
