Profile Description

Under the direction of the Power Plant Outage Superintendent, the Project Manager plans and oversees maintenance outages, major inspections, reliability initiatives, lifecycle replacement programs, and capital projects for generation assets. The role provides technical and project leadership to support the safe, reliable, and efficient operation of generation equipment while ensuring compliance, operational performance, and long-term asset reliability.

Job Summary

The Project Manager supports the reliability and performance of the Company's generation assets by managing maintenance outages, major inspections, reliability initiatives, lifecycle replacement programs, and capital improvement projects. Under the direction of the Power Plant Outage Superintendent, the role provides technical, outage management, and project leadership for a broad range of generation equipment and systems, ensuring work is executed effectively from planning through completion. The Outage Engineer is responsible for managing project scope, schedules, budgets, contractors, and resources while applying industry standards and best practices to achieve operational, safety, reliability, quality, and financial objectives.

Job Responsibilities

1. Lead the planning, execution, and closeout of scheduled and forced outages, major inspections, reliability initiatives, and capital projects.

2. Develop outage work scopes, execution strategies, schedules, staffing plans, procurement plans, and resource requirements.

3. Coordinate outage and project activities with internal stakeholders, contractors, vendors, and service providers.

4. Facilitate outage readiness reviews, risk assessments, execution meetings, status updates, and lessons-learned reviews.

5. Monitor outage performance and manage emergent work to maintain safety, quality, schedule, and budget objectives.

6. Manage projects through all phases, including initiation, planning, execution, monitoring, control, and closeout.

7. Develop and maintain project schedules, budgets, forecasts, resource plans, and performance metrics.

8. Provide engineering support for maintenance, reliability, refurbishment, replacement, and capital improvement projects.

9. Review engineering designs, specifications, studies, drawings, and vendor recommendations to ensure technical accuracy and project success.

10. Evaluate equipment condition and recommend improvements to enhance reliability, maintainability, availability, and operational performance.

11. Support root cause analyses, equipment failure investigations, corrective actions, and implementation of reliability improvements.

12. Develop technical specifications, Statements of Work, bid packages, and contractor requirements; support vendor selection and contract administration.

13. Coordinate procurement activities and manage contractor performance to ensure work is completed safely, effectively, and in accordance with contractual requirements.

14. Monitor project and outage costs, review expenditures and change orders, identify cost-saving opportunities, and ensure responsible stewardship of Company resources.

15. Ensure compliance with Company policies, engineering standards, safety requirements, environmental regulations, and applicable codes, while providing quality assurance and quality control oversight.

16. Maintain project and outage documentation, prepare management reports and presentations, and oversee testing, commissioning, turnover, and closeout activities.

Job Qualifications

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate with or without reasonable accommodation that the essential functions of the job can be performed.

Bachelor's Degree in Mechanical Engineering, Electrical Engineering, related engineering discipline or equivalent professional experience 

Outage Engineer III & IV: PE, PMP, or equivalent professional certification preferred.

Years of Experience

• Outage Engineer I: 0-3 years engineering, maintenance, outage, construction, or industrial experience.

• Outage Engineer II: 3+ years of directly related power generation, project management, outage management, reliability, maintenance, or industrial experience.

• Outage Engineer III: 5+ years of applicable power generation, outage management, project management, maintenance engineering, reliability engineering, or industrial construction experience.

• Outage Engineer IV: 8-10+ years of progressively responsible power generation outage management, project engineering, maintenance engineering, reliability engineering, or capital project experience.

Minimum Knowledge, Skills and Abilities 

1. Knowledge of utility power generation equipment, systems, operations, and maintenance practices.

2. Knowledge of outage management, project management, planning, scheduling, estimating, and cost control principles.

3. Knowledge of steam turbines, combustion turbines, generators, boilers, HRSGs, condensers, valves, pumps, balance-of-plant equipment, electrical systems, and instrumentation and controls.

4. Knowledge of reliability engineering, asset management, lifecycle replacement planning, and maintenance strategies.

5. Knowledge of EPRI guidance, utility industry best practices, OSHA requirements, and applicable engineering codes and standards.

6. Demonstrated ability to manage multiple complex projects simultaneously.

7. Strong organizational, planning, scheduling, budgeting, and project controls skills.

8. Strong written, verbal, analytical, and presentation skills.

9. Ability to work effectively with personnel at all organizational levels.

10. Proficiency with project management, ERP, scheduling, and business software systems.
