Contingent Program Control / Quality Assurance Specialist
Job Summary
TechTrans International (TTI) is seeking a Full-Time Contingent Program Control and Quality Assurance Specialist to support contract administration, performance reporting, and quality oversight for the Advanced Test and Logistics Support Services contract in support of the 704th Test Group at Holloman Air Force Base. This is a contingent position, pending contract award. The Program Control/QA Specialist is the team's internal accountability function — managing milestone and deliverable schedules, tracking performance against Acceptable Quality Levels (AQLs), maintaining the OWMS burn-rate dashboard, and conducting process audits to ensure TTI's execution consistently meets contract standards. The ideal candidate is organized, analytically sharp, and comfortable translating operational data into clear reporting for both internal leadership and the government.
Clearance: Secret clearance eligibility preferred. Must be a U.S. Citizen.
Key Responsibilities
Contract Deliverable and Milestone Management
  • Track all contract deliverables and milestone completion requirements; maintain delivery schedules and ensure on-time submission to the government
  • Coordinate with the PM, Procurement Lead, Transportation Manager, Financial/Business Manager, and this contract Lead to gather inputs for weekly status reports and biannual PMRs
  • Maintain master contract performance dashboard in the OWMS tracking key AQL metrics: procurement turnaround times, shipment on-time delivery rates, maintenance dispatch response times, OWMS uptime, and emergent support response times
  • Flag upcoming milestone deadlines and at-risk deliverables to the Program Manager with adequate lead time for corrective action
  • Support OTA milestone completion documentation and demonstration evidence packages
Quality Assurance
  • Conduct periodic process audits of procurement, shipping, maintenance coordination, and OWMS operations to verify compliance with TTI SOPs and contract requirements
  • Review completed procurement and shipment actions for documentation completeness, specification accuracy, and AQL compliance
  • Identify process gaps, recurring errors, or systemic issues and develop corrective action recommendations for the Program Manager
  • Maintain TTI's quality management system documentation for the this contract
  • Support government quality reviews and provide documentation on request
Financial Reporting and Funds Visibility
  • Maintain 100% funds visibility in the OWMS burn-rate dashboard, tracking obligations, commitments, and actuals against contract ceiling by CLIN
  • Ensure zero unapproved cost overruns by monitoring expenditure trends and alerting the PM to anomalies
  • Compile and prepare weekly status reports, PMR briefings, and ad-hoc government reporting
  • Analyze OWMS data to identify performance trends, throughput patterns, and capacity indicators
Qualifications
  • U.S. Citizenship required
  • Minimum 5 years of experience in program control, contract administration, or quality assurance in a federal government contracting environment
  • Experience preparing milestone deliverables and PMR materials for DoD prime or OTA contracts
  • Familiarity with FAR/DFARS or OTA contract administration requirements
  • Bachelor's degree in Business, Program Management, Logistics, or related field
  • Proficiency in Microsoft Office Suite, particularly Excel and PowerPoint
Key Skills
  • Strong analytical skills with ability to work with OWMS and spreadsheet data to identify performance trends and AQL gaps
  • Excellent written communication and report-writing skills
  • Organized and detail-oriented with ability to manage multiple deliverable deadlines simultaneously
  • Ability to work independently and escalate the right issues without being directed to do so
  • Comfortable providing candid performance feedback to operational team leads
Preferred Qualifications
  • PMP or DAU Program Management certification
  • Experience supporting Air Force, AFMC, or OTA prototype contracts
  • Familiarity with OWMS or similar web-based workflow and reporting platforms
  • ISO 9001 or similar quality management system experience
  • Experience with government property accountability reporting
Work Location
On-site at Holloman Air Force Base, Alamogordo, New Mexico. This position requires full-time on-site presence.
