Position Summary
MILVETS Systems Technology, Inc. is seeking an experienced ISP/OSP Foreman to lead field operations for the Brooklyn VA Electronic Health Record Modernization (EHRM) Infrastructure Upgrades Project. This is a hands-on leadership role responsible for supervising crews performing inside plant (ISP) and outside plant (OSP) telecommunications installations in an active Department of Veterans Affairs medical facility.
The successful candidate will oversee the installation of Cat6A structured cabling, fiber-optic infrastructure, telecommunications rooms, data centers, temporary communications systems, and outside plant duct-bank infrastructure while maintaining the highest standards of safety, quality, productivity, and documentation.
This position requires strong leadership, planning, and coordination skills in an occupied healthcare environment where patient care and critical communications systems must remain operational.

Key Responsibilities
  • Supervise and lead ISP/OSP technicians, fiber technicians, cable installers, and labor personnel.
  • Coordinate daily work activities to maintain project schedule and production goals.
  • Oversee installation of Cat6A copper and fiber-optic cabling systems.
  • Supervise telecommunications room, data center, rack, cabinet, and patch panel installations.
  • Manage temporary cabling, cutovers, system migrations, and service continuity.
  • Coordinate outside plant installations including conduit systems, duct banks, manholes, handholes, innerduct, and fiber routes.
  • Ensure all work complies with project drawings, specifications, industry standards, and manufacturer requirements.
  • Supervise copper and fiber testing using Fluke Networks testers, OTDRs, and optical loss test equipment.
  • Review testing results, troubleshoot failures, and ensure successful completion of corrective actions.
  • Maintain daily production reports, red-line drawings, testing documentation, and as-built records.
  • Coordinate work with other trades, subcontractors, hospital personnel, and project management.
  • Enforce OSHA requirements and company safety policies.
  • Maintain quality control, housekeeping, and project documentation throughout construction.

Required Qualifications
  • OSHA 30-Hour Construction Safety Certification (Required)
  • Minimum 5 years of telecommunications, structured cabling, fiber-optic, ISP/OSP, or low-voltage construction experience
  • Previous experience supervising telecommunications crews
  • Experience with Cat6A installation, termination, testing, and troubleshooting
  • Experience installing and maintaining fiber-optic cabling systems
  • Ability to read construction drawings, riser diagrams, cable schedules, and telecommunications plans
  • Strong leadership, organizational, and communication skills
  • Ability to prepare daily reports and production documentation
  • Valid driver's license and reliable transportation
  • Ability to pass federal background checks and site access requirements

Preferred Qualifications
  • Experience working in hospitals or occupied healthcare facilities
  • Department of Veterans Affairs (VA) project experience
  • EHRM or healthcare technology infrastructure experience
  • BICSI Installer or Technician certification
  • Fiber splicing and OTDR testing experience
  • Fluke Networks copper certification testing experience
  • Experience with duct banks, underground utilities, manholes, and handholes
  • First Aid/CPR certification
  • Confined Space, Fall Protection, or Competent Person training
  • Experience with Primavera P6 or similar scheduling software
