Job description

Job Title: OSP Construction Manager (FTTH)

Location: Houston, TX

Work Environment: Hybrid / Field-Based (Approx. 70% Field, 30% Office)

Employment Type:  Contract


Position Summary

We are seeking an experienced and hands-on OSP Construction Manager (FTTH) to join our Houston team. In this role, you will lead the field execution and project oversight of our fiber-to-the-home network expansions. Split roughly 70% in the field inspecting jobsites and managing contractors, and 30% in the office managing schedules, budgets, and permits, you will be the key operational driver ensuring our builds are completed safely, on time, and to standard.


Key Responsibilities

  • Field Supervision & Quality Control (70%):
    • Conduct daily site visits across the Houston metro area to inspect active underground (directional drilling, micro-trenching) and aerial fiber construction.
    • Manage and supervise third-party prime contractors and sub-contractors, enforcing quality, production rates, and contract compliance.
    • Oversee splicing, node placements, and fiber testing (OTDR/Power Meter) to verify network readiness.
    • Ensure strict compliance with local municipal ROW (Right-of-Way), TxDOT, utility, and environmental regulations.
  • Project Management & Administration (30%):
    • Coordinate with internal engineering, permitting, and sales teams to align build schedules with operational goals.
    • Review and approve contractor redlines, pay applications, change orders, and daily work logs.
    • Resolve field issues, ROW disputes, homeowner association (HOA) inquiries, and municipal permitting roadblocks.
    • Maintain real-time tracking of project milestones, materials, and production metrics within project management systems.
  • Safety & Compliance:
    • Enforce company safety policies, OSHA standards, and proper NESC/traffic control setups across all construction zones.
    • Audit active job sites for PPE, trench safety, aerial safety practices, and locate adherence.


Qualifications & Requirements

Required:

  • FTTH Experience: Minimum 3+ years of direct Outside Plant (OSP) fiber construction management experience, specifically within Fiber-to-the-Home (FTTH) deployments.
  • Safety Certification: OSHA 10 or OSHA 30 certification highly preferred; candidates without certification must be willing to complete OSHA 10 training upon hire.
  • Technical Expertise: Deep knowledge of aerial line construction, underground directional drilling, trenching, fiber splicing, restoration, and utility locate process (811).
  • Mobility & Field Readiness: Willingness to spend ~70% of working hours traveling between active job sites across the Houston market.
  • Valid Driver’s License: Clear driving record (company vehicle or auto allowance provided per company policy).
  • Strong capability to read and interpret construction prints, GIS mapping, splice matrices, and work orders.


Preferred:

  • 5+ years in OSP telecommunications construction management.
  • Established familiarity with Houston-area municipal permitting, utility coordination, and local ROW requirements.
