We are seeking an experienced Oracle EBS / WebLogic Technical Developer – Cyber Security & Compliance to support the United States Marine Corps Global Combat Support System–Marine Corps (GCSS-MC), one of the Department of Defense's largest Oracle E-Business Suite (EBS) enterprise systems. This position supports the secure operation, modernization, and sustainment of Oracle EBS R12.2 and its supporting Oracle middleware technologies while ensuring compliance with Department of Defense cybersecurity requirements.


Primary Responsibilities

Oracle WebLogic Administration & Middleware Engineering

  • Administer, configure, secure, and maintain Oracle WebLogic Server environments supporting Oracle EBS R12.2.
  • Configure and manage WebLogic domains, clusters, managed servers, Node Manager, JDBC data sources, JMS resources, and application deployments.
  • Configure SSL/TLS certificates, keystores, truststores, authentication providers, security realms, and identity integration.
  • Install, configure, patch, and maintain Oracle Fusion Middleware 12c components.
  • Apply Oracle Critical Patch Updates (CPU), Patch Set Updates (PSUs), and middleware security patches.
  • Troubleshoot WebLogic startup, deployment, JVM, memory, performance, authentication, and connectivity issues.
  • Coordinate with Oracle Support to resolve middleware issues and implement vendor-recommended fixes.
  • Develop deployment procedures, rollback plans, and migration documentation supporting production releases.

Oracle EBS Technical Development

  • Support development, enhancement, modernization, and sustainment activities within Oracle EBS R12.2.
  • Design, develop, modify, and maintain SQL, PL/SQL, shell scripts, interfaces, APIs, reports, workflows, and supporting technical components.
  • Support Oracle Forms, Reports, BI Publisher, XML Publisher, Oracle Workflow, and interface development.
  • Analyze technical requirements and develop secure technical solutions supporting supply, maintenance, readiness, procurement, and financial management processes.
  • Review technical design documentation, architecture diagrams, and Oracle documentation to understand baseline configurations and security requirements.
  • Support application upgrades, technology refresh initiatives, and Change Requests (CRs).

Cyber Security & Compliance

  • Analyze, design, implement, and maintain cybersecurity controls in accordance with DISA STIGs, SRGs, RMF, NIST SP 800-53, FISMA, and Department of Defense cybersecurity policies.
  • Implement and maintain cybersecurity compliance across Oracle WebLogic Server, Oracle Fusion Middleware, Oracle Database, Oracle Linux, and Oracle EBS application environments.
  • Configure and harden WebLogic Server security settings, authentication mechanisms, SSL/TLS configurations, JVM security parameters, and administrative controls.
  • Perform vulnerability remediation and corrective actions identified through ACAS, Nessus, SCAP Compliance Checker, SCC, Oracle security advisories, and RMF assessments.
  • Review and optimize application, middleware, database, and operating system security configurations.
  • Support Authority to Operate (ATO), RMF accreditation, cybersecurity assessments, and compliance audits.
  • Participate in secure code reviews and promote secure software development practices.

Security Assessment, Testing & Validation

  • Develop cybersecurity test plans based on Product Owner acceptance criteria.
  • Execute unit testing and support integration, system, release, and user acceptance testing.
  • Validate WebLogic, Oracle Database, Oracle Linux, and Oracle EBS security configurations following upgrades and deployments.
  • Support vulnerability scanning, remediation validation, and cybersecurity compliance testing.
  • Document security findings, remediation activities, residual risks, and validation results.

Requirements Analysis & Stakeholder Collaboration

  • Collaborate with Government Product Owners, cybersecurity personnel, Oracle architects, developers, and technical subject matter experts to analyze requirements and develop secure technical solutions.
  • Review Change Requests (CRs), perform technical impact analyses, and prepare solution recommendations.
  • Lead technical discussions throughout requirements analysis, design, development, testing, and deployment phases.
  • Prepare technical design specifications, implementation plans, deployment documentation, and rollback procedures.
  • Communicate technical recommendations effectively to technical and non-technical stakeholders.

Deployment & Production Support

  • Support production deployments, patch installations, technology stack upgrades, and release management activities.
  • Troubleshoot production issues affecting Oracle EBS, WebLogic Server, Fusion Middleware, Oracle Database, and Oracle Linux environments.
  • Coordinate with Oracle Support, Government stakeholders, and technical teams to resolve production incidents.
  • Produce technical documentation, knowledge articles, system diagrams, and operational procedures.
  • Ensure deliverables are completed accurately, professionally, and within established schedules.


Required Qualifications

Education & Experience

  • Bachelor's Degree in Computer Science, Information Technology, Cybersecurity, Engineering, Information Systems, or a related technical discipline.
  • Equivalent combination of military service, technical certifications, and relevant professional experience may be substituted.
  • Minimum five (5) years of experience supporting Oracle E-Business Suite (EBS) R12/R12.2 enterprise environments.
  • Minimum five (5) years of experience administering Oracle WebLogic Server and Oracle Fusion Middleware.
  • Minimum three (3) years implementing and remediating Security Technical Implementation Guides (STIGs), Security Requirements Guides (SRGs), or related DoD cybersecurity controls.
  • Experience administering Oracle Linux supporting Oracle enterprise applications.
  • Experience supporting Oracle technology stack upgrades, patching, deployments, and production operations.
  • Experience supporting enterprise application environments within the Department of Defense (DoD), Federal Government, or similarly regulated organizations.
