POSITION DESCRIPTION

Senior Technical-Functional Specialist - Oracle Federal Financials

  Position Summary

The Senior Techno-Functional Specialist - bridges business, functional, and technical capabilities across Oracle Federal Financials environments. The role combines strong federal financial and Oracle EBS functional expertise with hands-on technical skills in configuration, RICEW development, PL/SQL, integrations, reporting, troubleshooting, testing, and production support. The specialist translates business requirements into functional and technical solutions while ensuring alignment with federal accounting, security, and mission needs.

Key Responsibilities
  • Lead requirements analysis, functional/technical design, configuration, development, testing, implementation, and ongoing support for Oracle Federal Financials.
  • Provide expertise across GL, AP, AR, FA, CM, Budgetary Control, Purchasing, Receivables, Federal Administrator, and Subledger Accounting (SLA).
  • Support end-to-end P2P, O2C, and R2R processes and translate business requirements into functional designs, technical specifications, configurations, and enhancements.
  • Design, develop, implement, and maintain RICEW components (Reports, Interfaces, Conversions, Extensions, and Workflows).
  • Develop and support PL/SQL packages, procedures, triggers, complex SQL, APIs, web services, and Oracle-based integrations.
  • Customize and support Oracle Forms, Reports, BI Publisher, APEX, and related reporting/application technologies.
  • Provide production and help desk support, including troubleshooting, root cause analysis, issue resolution, escalation, and corrective-action validation.
  • Lead or participate in workshops, design sessions, requirements analysis, system testing, UAT, release activities, and post-production support.
  • Collaborate with finance, accounting, program, security, database, infrastructure, and application teams on enhancements, integrations, conversions, and reporting.
  • Support reconciliations, period close, financial reporting, SLA maintenance, and federal financial operations.
  • Evaluate patches, releases, upgrades, and new Oracle capabilities; assess impacts and support implementation.
  • Support security incidents, remediation, compliance activities, and validation/testing of corrective actions.
  • Support AWS/cloud migration, modernization, upgrades, and application deployment initiatives.
  • Maintain functional, technical, and operational documentation, including FDDs, technical specifications, configuration workbooks, test scripts, and procedures.
  • Identify automation and process-improvement opportunities; participate in code/design reviews and enforce development and documentation standards.
  • Provide technical-functional leadership and mentoring to junior analysts and developers.
Required Qualifications
  • Bachelor's degree in Finance, Accounting, Information Systems, Computer Science, Information Technology, or related field, or equivalent experience.
  • 10 + years of experience supporting/developing Oracle financial applications, including significant Oracle Federal Financials experience.
  • Strong experience with Oracle Federal Financials / Oracle EBS R12 and/or Oracle Cloud ERP for Government.
  • Strong functional knowledge of federal financial modules and processes, including GL, AP, AR, Budgetary Control, Purchasing, Receivables, and SLA.
  • Advanced SQL and PL/SQL skills and hands-on RICEW development/support experience.
  • Experience with Oracle Forms, Reports, BI Publisher, APEX, APIs, Web Services, and/or Oracle integration technologies.
  • Strong understanding of federal financial requirements, including USSGL, G-Invoicing, E-Invoicing, Go.Gov, GTAS, and DATA Act reporting.
  • Experience with requirements analysis, functional and technical design, testing/UAT, production support, troubleshooting, and root-cause analysis.
  • Experience supporting Oracle environments hosted in AWS and/or other cloud environments.
  • Experience with Agile or hybrid delivery methodologies and strong communication/documentation skills.
Preferred Qualifications
  • Oracle, Cloud ERP for Government experience; AWS-hosted Oracle Federal Financials/cloud migration experience.
  • Knowledge of federal agency financial systems
  • Familiarity with FISMA, FedRAMP, version control/Git, DevOps practices, and federal security requirements.
  • Oracle Financials or Oracle Cloud certification; experience mentoring technical or functional staff.
Work Environment

Hybrid work model with 2 days per week onsite at the client location. May require occasional additional onsite presence during testing, go-live, workshops, or other critical project phases.
