Job description

Position Overview

We are seeking an EBS Junior Technical Analyst with hands-on experience in the Oracle E-Business Suite (EBS) Projects module to support a federal DoD financial systems program.

This is not a generalist EBS role. The ideal candidate has direct experience with:

  • Project Accounting (PA)
  • Project Costing (PC)
  • Project Billing (PB)

The role supports requirements gathering, configuration, testing, and documentation across the Oracle Projects track, working under senior functional and technical leadership.

Candidates with exposure to federal project accounting (appropriations, LOA, NICRA, DoD frameworks) are strongly preferred.

Key Responsibilities

  • Requirements Support: Assist with gathering and documenting functional/technical requirements for Oracle Projects (PA, PC, PB)
  • Configuration Support: Support setup of project templates, project types, task structures, expenditure types, burden schedules, and billing configurations
  • Integration Support: Document and validate integrations with GL, AP, AR, PO, and Federal Financials (FV)
  • Testing: Develop and execute test scripts (Unit, SIT, UAT); track and support defect resolution
  • RICE Support: Assist with Reports, Interfaces, Conversions, Extensions (RICE) documentation, testing, and validation
  • Data Analysis: Support data mapping, reconciliation, and validation during conversions and go-live
  • Functional Support: Provide first-line support to end users; triage and escalate issues as needed
  • Documentation: Maintain configuration workbooks, test results, process flows, and support logs
  • Collaboration: Work with BAs, developers, and federal stakeholders to deliver integrated solutions

Required Skills & Experience

  • 3–5 years of hands-on Oracle EBS Projects module experience (REQUIRED)
  • Experience must include:
    • Project Accounting (PA):
      • WBS design, project templates, project types/classes
      • Expenditures and expenditure organizations
      • Budget setup and controls
      • Cross-charge / borrowed-and-lent transactions
    • Project Costing (PC):
      • Cost distribution, adjustments, transfers
      • Burden schedule setup (indirect costs)
      • Labor, usage, and miscellaneous cost processing
      • Integration with AP and PO
    • Project Billing (PB):
      • Billing events and invoice generation
      • Revenue recognition and funding limits
      • Billing types (cost-plus, T&M, milestone)
  • Understanding of integrations:
    • GL (project accounting)
    • AP (supplier costing)
    • PO (project procurement)
    • AR (billing/invoicing)
  • Experience with:
    • SIT and UAT testing
    • Data reconciliation and validation
    • Cross-functional team collaboration
  • Bachelor’s degree in IT, Finance, Accounting, Business, or related field
    (Experience may substitute for degree)
  • U.S. Citizenship required
  • Must be eligible for Tier 1 (T1) background investigation and CAC

Preferred / Plus Qualifications

  • Oracle EBS R12 Projects experience (federal or DoD environment)
  • Experience with:
    • Federal project accounting (LOA, appropriations)
    • NICRA (indirect cost rate structures)
    • Grants Management / CAN / BACS
    • Project Manufacturing or Project Contracts modules
    • Data conversion/migration into EBS
    • BI Publisher or Oracle Discoverer reporting

Desired Skills

  • Oracle EBS Projects certification or coursework
  • Experience with Agile or hybrid delivery models
  • Familiarity with federal reporting requirements:
    • FFATA
    • DATA Act
    • OMB A-123
  • Experience with tools such as JIRA and Confluence

Education

Bachelor’s degree in Finance, Accounting, IT, Business Administration, or related field required (or equivalent experience).
