Overview:
  • Design, develop, and maintain Oracle-based financial applications.
  • Support integration efforts with Florida PALM and FLAIR systems.
  • Responsible for designing, developing, and maintaining data integration processes to support application functionality and reporting requirements.
  • Develop and maintain PL/SQL scripts, stored procedures, and database packages.
  • Utilize Oracle Fusion Middleware for application deployment, security, and integration.
  • Ensure applications align with State of Florida accounting practices from a technical perspective.
  • Ensure applications meet data security and Payment Card Industry (PCI) compliance standards.
  • Collaborate with business and technical teams to gather requirements and implement solutions.
  • Ensure application performance, security, and compliance with Department and regulatory standards.
Job Tasks and Activities:
  • Design, develop, test, and deploy Oracle Forms and APEX applications.
  • Write and maintain PL/SQL scripts, stored procedures, and triggers.
  • Support and maintain Oracle database objects and schemas.
  • Configure and manage Oracle Fusion Middleware components.
  • Provide technical support for application issues and enhancements.
  • Participate in integration efforts with Florida PALM and FLAIR systems.
  • Performing Extract, Transform, and Load (ETL) operations to move data between internal systems (e.g., databases, applications, data warehouses) and external systems (e.g., third-party APIs, partner platforms, cloud services).
  • Ensuring data is accurately extracted from source systems, transformed to meet business and technical specifications, and loaded into appropriate target environments.
  • Collaborating with stakeholders to define data mapping, transformation rules, and validation requirements.
  • Implementing data quality checks and error handling mechanisms to ensure integrity and reliability of data flows.
  • Supporting scheduled and on-demand ETL processes as required by business operations or project timelines.
  • Coach, mentor, and train team members and other staff.
  • Create and maintain technical documentation and Standard Operating Procedures (SOPs).
  • Attend and participate in project meetings and provide regular status updates.
  • Submit weekly project reports and time sheets.
Required Experience:
  • Bachelor's or master's degree in computer science, Information Systems, or another related field or equivalent work experience.
  • Oracle certifications (e.g., Oracle PL/SQL Developer Certified Associate, Oracle APEX Developer, Oracle Middleware certifications) are preferred.
  • 5+ years of experience in application development using Oracle Forms, Oracle APEX, and PL/SQL.
  • Experience with Oracle Database development, performance tuning, and troubleshooting.
  • Proficiency in Oracle Fusion Middleware components (e.g., WebLogic Server, Oracle HTTP Server).
  • Experience integrating applications with enterprise financial systems such as Florida PALM and FLAIR.
  • Knowledge of State of Florida accounting practices from a technical implementation perspective.
  • Demonstrated experience ensuring PCI compliance in application development.
  • Strong written and verbal communication skills.
Preferred Experience:
  • Knowledge of the Florida Accounting Information Resource (FLAIR) or Florida PALM
  • Experience with Oracle REST Data Services (ORDS).
  • Familiarity with Agile development methodologies.
  • Experience with version control systems and CI/CD pipelines.
  • Knowledge of application and data security best practice.
  • Experience working in a government or public sector environment.
