Position Overview:

The Oracle Developer supports a federal enterprise Oracle environment by providing Oracle database development, database administration, middleware support, data warehouse services, and cloud modernization. The position develops Oracle applications, automates ETL processes, supports Oracle Fusion Middleware and WebLogic Server, performs database monitoring, patching, upgrades,backupand recovery, andassistswith Oracle Cloud Infrastructure (OCI) migration activities. The Oracle Developer also develops technical documentation, supports vulnerability remediation, and provides knowledge transfer to Government personnel to ensure secure, reliable, and efficient Oracle enterprise operations.

Key Responsibilities:
  • Develop SQL and PL/SQL code, including stored procedures, packages, functions, triggers, views, and database applications.
  • Design, administer,maintain, and troubleshoot Oracle Database, Oracle Grid Infrastructure, RAC, Oracle WebLogic Server, and Oracle Fusion Middleware environments.
  • Design, develop, automate, andmaintainend-to-end ETL processes and Oracle data warehouse solutions supporting production, development, and QA environments.
  • Develop andmaintainOracle BI Publisher reports, Spotfire web reports, and related analytics applications.
  • Perform database performance tuning, monitoring, patching, upgrades, backup/recovery, health monitoring, and lifecycle maintenance.
  • Support Oracle Cloud Infrastructure (OCI) migrations, database and middleware upgrades, and implementation of security and vulnerability remediation activities.
  • Generate technical, operational, and performance reports andmaintainaccuratesystem configuration, installation, maintenance, and recovery documentation.
  • Troubleshoot Oracle database, middleware, ETL, application, and Linux environment issues while supporting system availability and operational continuity.
  • Support knowledge transfer activities byprovidingtechnical guidance, documentation, and operational training to Government personnel.
  • Support enterprise security initiatives, including implementation of Oracle security best practices, CIS Benchmarks, and PIV/ICAM integration activities.
Required Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, Engineering, ora relatedtechnical discipline.
  • Minimum five (5) years of Oracle database development and administration experience.
  • Strong SQL and PL/SQL programming skills, including development of stored procedures, packages, functions, triggers, and views.
  • Experience with Oracle Database, Oracle Grid Infrastructure, RAC, Oracle WebLogic Server, and Oracle Fusion Middleware.
  • Experience with Oracle database upgrades, migrations, and Oracle Cloud Infrastructure (OCI).
  • Experience developing automated ETL processes, Oracle data warehouse solutions, BI Publisher reports, and enterprise reporting applications.
  • Experience performing database performance tuning, monitoring, patching, upgrades, backup/recovery, and database lifecycle management.
  • Basic Microsoft SQL Server development or administration experience.
  • Experience supporting Linux environments and developing automation using Bash, Python, WLST, Perl, or similar scripting tools.
  • Ability to obtain andmaintaina Tier 4 Public Trust (High Risk) background investigation.
Preferred Qualifications:
  • Current Oracle Certified Professional (OCP) or Oracle Certified Master (OCM) certification.
  • Experience supporting Oracle enterprise environments within a federal civilian agency.
  • Experience implementing PIV-based authentication, Identity, Credential, and Access Management (ICAM) integration, or other enterprise identity management solutions.
  • Experience analyzing security scan results and implementing CIS Benchmarks or other Oracle security hardening best practices.
  • Experience developing comprehensive technical documentation, standard operating procedures (SOPs), and delivering knowledge transfer to Government personnel.
  • Experience supporting disaster recovery planning, continuity testing, and enterprise monitoring and reporting for Oracle environments.
