Job description

Summary Description:
Under general supervision, compiles work force information and prepares, analyzes and distributes scheduled reports and data submissions to the Montgomery County Council, Federal and State agencies, including Departments of Labor, Maryland State Department of Education, Maryland State Retirement Agency, the Board of Education, the Office of the Superintendent, and MCPS employees. Responds to ad hoc, Maryland Public Information Act (MPIA), Freedom of Information Act (FOIA), regulatory reporting, data requests from the superintendent?s office and from other offices and external stakeholders as authorized. Assists ERSC data Integration specialists in validation, and reconciliation activities supporting Human Capital Management (HCM) modules Benefits, Retirement, Leave, Payroll, Salary and Position management. Supports the maintenance, testing and implementation of assigned HCM reporting tools, data validation processes and related system reporting functions. Ensures data integrity, system functionality, and compliance with federal, state, and local reporting requirements while supporting system enhancements, interfaces, and business process improvements. Physical Demands: Position requires sustained operation of keyboard devices. Special Requirements: Position requires sustained operation of keyboard devices.

Knowledge Skills Abilities:
Requires strong analytical, communication, interpersonal and organizational skills. Knowledge of data validation, data reconciliation, workforce reporting, and relational database concepts; basic knowledge of data integration processes sufficient to assist Data Integration Specialists with assigned activities. Customer service skills are required to collaborate effectively with stakeholders in designing, evaluating, and supporting workforce reporting and business process improvements. Requires proficiency in Microsoft Office applications, including Excel, Word, and Access, and experience with Oracle Human Capital Management (HCM), Oracle Transactional Business Intelligence (OTBI), Oracle Business Intelligence Publisher (BIP), SQL or other query languages, reporting and data visualization tools, and enterprise reporting technologies Must possess exceptional attention to detail and accuracy in the preparation of workforce reports, regulatory reporting, and data analysis. Working knowledge and experience with Human Capital Management (HCM) systems, or other enterprise business systems, including experience supporting workforce reporting, and data validation. Experience preparing human resources, salary and position management, payroll, benefits, retirement, or workforce data reports preferred.
Education Training Experience:
Bachelor?s degree in computer science, information systems, data analytics, business administration, or a related field, or completion of a certificate program from an accredited computer programming school providing more than 500 hours of training in data processing, information systems, or related technology disciplines. Considerable experience with Microsoft Office applications, including advanced Microsoft Excel skills, SQL (Structured Query Language), data reporting, and data analysis. Experience with enterprise reporting tools such as Oracle Transactional Business Intelligence (OTBI), Oracle Business Intelligence Publisher (BIP), Oracle Business Intelligence (BI), Oracle Discoverer, Crystal Reports, or other reporting and analytics tools Demonstrated ability to analyze complex data, and reporting issues, and collaborate with business and technical teams to improve processes and ensure data accuracy and reporting integrity.A combination of appropriate education and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may also be considered.Certificate License: None
