Job description

Job Title: Oracle Fusion Cloud Payroll Functional Manager
Location: New York, NY
Employment Type: Full-Time

Position Overview

We are seeking an experienced Oracle (Fusion) Cloud Payroll Functional Manager to lead and support our payroll operations and system optimization initiatives. The ideal candidate will have 10–15 years of experience in Payroll Operations and HR/Finance enterprise systems, with deep expertise in Oracle Cloud Payroll configuration. This role requires strong functional knowledge of Labor Distribution, Absence Management, and Payroll, specifically in the context of healthcare/hospital system pay practices, including complex premium rules, shift differentials, and specialty pay programs.

Key Responsibilities
  • Lead end-to-end support and enhancement of Oracle Fusion Cloud Payroll, including configuration, testing, troubleshooting, and reporting.

  • Manage payroll operations to ensure accurate and timely payroll processing that aligns with regulatory requirements and organizational policies.

  • Serve as the primary functional expert for hospital payroll configurations, including:

    • Overtime rules (including blended and weighted rates, daily/weekly thresholds, and union-specific rules)

    • Holiday pay eligibility and premium application

    • Call-in, callback, standby/on-call, and shift differential pay

    • Hours worked on scheduled days off and associated premium logic

    • Work schedules, FTE status impacts, rotation planning, and flex-time

  • Configure and maintain Labor Distribution structures supporting cost centers, grants, departments, and hospital unit staffing models.

  • Support and enhance Absence Management including PTO, sick time, leave programs, accruals, and carryover policies.

  • Collaborate with technical Oracle teams to design and maintain system integrations, interfaces, workflows, and complex payroll formulas (Fast Formulas).

  • Lead or support Oracle Cloud implementation efforts including requirements gathering, fit-gap, configuration, conversion, testing, and training.

  • Oversee system upgrade cycles, new feature deployment, and quarterly release testing.

  • Partner cross-functionally with HR, Nursing Administration, Finance, and Shared Services to standardize and streamline payroll processes.

  • Mentor and guide payroll analysts and functional support staff.

Required Qualifications
  • 10–15 years of professional experience in Payroll Operations or HRIS within a hospital or healthcare system strongly preferred.

  • Demonstrated expertise in Oracle Fusion Cloud Payroll configuration with hands-on experience in healthcare pay practices.

  • Strong understanding of payroll compliance, tax processing, and wage and hour laws.

  • Ability to translate business requirements into system configuration and collaborate with technical teams.

  • Experience with full lifecycle Oracle Cloud implementation projects.

  • Excellent analytical, problem-solving, and communication skills.

  • Bachelor’s degree required; Master’s degree preferred.

Preferred Qualifications
  • Oracle Cloud certification(s) in Payroll or HCM.

  • Experience supporting union labor agreements or large multi-entity payroll environments.

  • Experience working with shared services or enterprise HR transformation initiatives.
