Job description

Job Posting Information Help us modernize the systems that support our residents, employees, and community services. The City of Lincoln is hiring an Oracle Program Manager to lead citywide initiatives across Oracle Fusion Cloud HCM and JD Edwards. This role blends strategic leadership, technical coordination, and public-sector impact.

What You'll Do Lead the City's Oracle roadmap and governance across Fusion HCM and JD Edwards. Collaborate across departments to prioritize and coordinate program objectives. Manage vendor partnerships, contracts, SLAs, and escalations.

Guide enterprise projects: enhancements, integrations, upgrades, and patches. Oversee reporting, testing, data integrity, and integration work (APIs, file-based, PL/SQL). Partner with HR, Finance, and IS to modernize and support core city operations.

Preferred Bachelor's degree in Computing or Business, or 8 years of IT experience. 5+ years with Oracle products (cloud or on-prem). Experience with program/project management and vendor management.

Familiarity with Oracle reporting tools (OTBI, BI Publisher, JDE). Strong communication, documentation, and collaboration skills. Bonus Points Understanding of integrations, PL/SQL, API-based interfaces, and system testing methodologies.
