GENERAL SUMMARY
The VP, Treasury Management Product Manager, will oversee the banks card programs as the Commerial Card Manager, including responsibility for the strategy, development, implementation, and ongoing management of the Bank's commercial card product portfolio. This role leads product initiatives related to Client Purchase Cards, Business Credit Cards, Virtual Cards, and Employee Expense Card programs while driving revenue growth, operational efficiency, and customer adoption.
The position serves as the primary product owner for the Bank's commercial card offerings and is responsible for developing a scalable in-house business credit card program, establishing strategic third-party issuing partnerships, and enhancing treasury management solutions that support commercial client payment needs.
Working closely with Credit Administration, Treasury Management Sales, Operations, Risk Management, Compliance, Finance, Marketing, and Technology teams, the Product Manager will oversee the complete product lifecycle from concept through implementation and ongoing optimization.
ESSENTIAL FUNCTIONS
Product Strategy & Portfolio Management
  • Develop and execute the strategic roadmap for commercial card products, including:
    • Client Purchasing Cards (P-Cards)
    • Business Credit Cards
    • Employee Expense Cards
    • Virtual Payment Solutions
    • Accounts Payable Automation Solutions
  • Analyze market trends, competitive offerings, client requirements, and emerging payment technologies.
  • Identify opportunities to expand fee income, interchange revenue, deposit growth, and treasury management relationships.
  • Develop product business cases, pricing strategies, profitability models, and growth forecasts.
  • Present product recommendations and strategic initiatives to Executive Management and senior leadership.

Commercial Card Program Development
  • Lead the design and implementation of a comprehensive in-house Business Credit Card Program.
  • Define product features, underwriting criteria, rewards structures, controls, reporting capabilities, and client servicing requirements.
  • Partner with Credit Risk and Compliance teams to establish card policies and program governance.
  • Develop commercial card solutions tailored to middle-market, commercial, and corporate banking clients.
  • Evaluate opportunities to integrate card products into broader treasury management and payment offerings.

Third-Party Relationship Management
  • Establish and manage strategic partnerships with third-party card issuers, payment networks, processors, and fintech providers.
  • Lead vendor selection, contract negotiations, service-level agreements, and ongoing performance management.
  • Monitor partner performance metrics, operational effectiveness, client satisfaction, and compliance standards.
  • Coordinate integration efforts among internal teams and external service providers.
  • Conduct annual vendor reviews and risk assessments.

Product Implementation & Operations
  • Collaborate with Technology teams to implement card platforms, reporting tools, APIs, and client-facing solutions.
  • Identify opportunities to automate manual processes and improve operational efficiency.
  • Lead product testing, implementation planning, conversion activities, and post-launch support.
  • Ensure all operational workflows support scalability, risk management, and regulatory compliance.
  • Maintain and prioritize product enhancements and issue resolution efforts.

Risk, Compliance & Governance
  • Ensure all commercial card products comply with applicable banking regulations, card network requirements, consumer protection laws, and internal policies.
  • Partner with Compliance, Legal, BSA/AML, Fraud Prevention, and Risk Management teams to mitigate operational and credit risks.
  • Maintain product procedures, program documentation, disclosures, and policy standards.
  • Support internal and external audits and regulatory examinations.
    Sales Enablement & Product Support
  • Develop product positioning, sales materials, training programs, and client presentations.
  • Serve as the subject matter expert for commercial card solutions throughout the organization.
  • Support Treasury Management Sales Officers and Relationship Managers during prospect and client discussions.
  • Conduct training sessions for frontline staff, operations personnel, and senior leadership.
  • Support client onboarding efforts and resolve escalated product-related issues.

Financial Management
  • Monitor portfolio performance, revenue generation, interchange income, credit utilization, spend volumes, and program profitability.
  • Develop and track key performance indicators (KPIs) related to commercial card growth and client adoption.
  • Recommend enhancements designed to increase client engagement and revenue performance.

QUALIFICATIONS
  • Education: Bachelor's Degree in Business, Finance, Accounting, Economics, Information Systems, or a related field preferred. MBA or relevant professional certifications are a plus.
  • Experience:
    • Minimum 5-7 + years of banking, treasury management, payments, card services, or product management experience.
    • Minimum 3 + years of direct experience managing commercial card products, corporate payment solutions, or credit card programs.
    • Experience developing or managing business credit card portfolios preferred.
    • Experience working with third-party card issuers, payment processors, Visa, Mastercard, or fintech partnerships preferred.
    • Experience preparing business cases and financial analysis for executive leadership.
  • Skills/Ability:
    • Strong strategic planning and product development expertise.
    • Excellent analytical, financial modeling, and problem-solving skills.
    • Strong understanding of commercial payments, treasury services, and banking operations.
    • Ability to manage complex cross-functional projects.
    • Exceptional presentation and executive communication skills.
    • Proficiency with Microsoft Excel, PowerPoint, Word, and data analysis tools.
    • Strong negotiation and vendor relationship management abilities.
    • Ability to translate client needs into scalable product solutions.
    • Bilingual Chinese is a plus but not required.

Pay determined based on job-related knowledge, skills, experience, and location.
This position may be eligible for a discretionary bonus.
