Job description

Amazon's Operations Planning Team (OPT) within the Global Engineering, Maintenance & Sustainability (GEMS) organization is seeking a detail-oriented, analytical, innovative, hands-on, and customer-obsessed Senior Program Manager (Sr. PM) with a strong background in communications, capable of providing program management support in a fast paced and highly ambiguous environment.
The Sr. PM will lead resource planning strategy, operational planning processes, and tool development for our global engineering organization. This role serves as the primary owner of the ReSource Planner (RSP) tool and drives resource planning accuracy across North America and International teams supporting Amazon's worldwide infrastructure expansion.
As the strategic lead for resource planning, you will partner with Project Management Office (PMO), Finance, Global Engineering Insights & Software Tools (GEIST), and functional leadership to ensure GEMS can deliver on our commitments. You'll own the end-to-end resource planning process including Monthly Resource Reviews (MRRs), collaborate closely with the OP Lead on OP1/OP2 planning cycles as they relate to resource planning, drive gearing ratio governance, and implement demand forecasting methodologies.
Key job responsibilities
• Own GEMS Resource Planning Strategy: Lead Monthly Resource Reviews, drive planning accuracy, develop gearing ratio standards, and implement demand classification frameworks across NA/International teams supporting ~2,300 resources and 5,000+ global projects
• RSP Tool Ownership, Change Management & Business Requirements: Serve as primary owner of ReSource Planner tool, own and execute change management processes for RSP adoption across GEMS organizations, define and develop business needs for the Resource Allocation tool roadmap, partner with GEIST on enhancements, and create documentation/training materials
• OP1/OP2 Planning Collaboration: Collaborate with the OP Lead on operational planning processes as they relate to resource planning, conduct gearing ratio analysis by team/role/mile/project type/project size, develop scenario governance frameworks, and build planning standard work with consolidated templates
• Partner with PMO, Finance, and functional teams to ensure data integrity, provide monthly (often weekly) updates to leadership on resource planning accuracy and tool adoption, establish validation checkpoints, communicate site exception outcomes, and align resource planning with business objectives
• Process Standardization & Continuous Improvement: Document methodologies for role taxonomy, gearing ratios, and project scoping; create mandatory training modules; establish escalation paths; drive continuous improvement initiatives; and reduce reliance on manual workarounds and shadow planning tools

As a Senior Program Manager in Amazon's Operations Planning Team, your day revolves around orchestrating multiple high-impact initiatives across Ops GEMS. Your day typically begins with reviewing key metrics and preparing for strategic planning meetings, where you'll lead discussions on resource allocation and operational priorities. Throughout the day, you'll navigate between analyzing data in Excel and BI tools to identify optimization opportunities, collaborating with Finance on resource planning, and engaging with senior stakeholders to drive alignment on critical projects. You'll spend time coordinating with the PMO and GEIST teams to streamline processes, while maintaining real-time tracking of various program milestones. The role requires agile prioritization as you respond to leadership requests, facilitate cross-functional working sessions, and ensure strategic planning cycles stay on track. Your ability to synthesize complex information, influence diverse stakeholders, and drive operational excellence makes every day both challenging and impactful in shaping Amazon's operations.

About the team
The Operations Planning Team (OPT) is a team, designed to enhance synergy and operational efficiency across the diverse Ops GEMS organization. The team will drive operational excellence and strategic alignment, through planning, business operations, cross-functional collaboration.
BASIC QUALIFICATIONS
- 5+ years of program or project management experience
- Experience using data and metrics to determine and drive improvements
- Experience owning program strategy, end to end delivery, and communicating results to senior leadership
- Experience in program or project management
- Experience working cross functionally with tech and non-tech teams
- Bachelor's degree in business, operations, human resources, adult education, organizational development, instructional design or related field
PREFERRED QUALIFICATIONS
- 2+ years of developing program strategies and plans, diving execution, and influencing senior stakeholders experience
- Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field
- Previous experience in Global Engineering Services (GES) and Global Energy, Sustainability & Automation (GESA) organization is a plus.

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
