Job Purpose/Summary

The HSE Analyst - Operator Qualification (OQ) Analyst will assist the HSE Training Manager to implement and coordinate OQ compliance efforts.  The position will unify the existing programs to produce the highest standards in compliance with existing and forthcoming rules and regulations.  This role reports to the HSE Training Manager.

Job Responsibilities:

  • Maintain a thorough understanding of applicable Operator Qualification regulations and industry guidance.

  • Assist in the development and improvement of the OQ Program.

  • Ensure all OQ documentation and OQ references are reflective of current program standards.

  • Assist in the development of Plains specific OQ training and evaluation.

  • Produce clear and concise documents and instructional materials.

  • Assist in the management of contractor compliance efforts.

  • Facilitate communication between OQ compliance systems and vendors.

  • Participate in assessment of 3rd party training providers OQ content.

  • Establish employee OQ profiles in Learning Management System (LMS) and/or other applicable repositories.

  • Manage OQ evaluator training and statuses.

  • Support and provide training for OQ compliance efforts.

  • Contribute to the preparation of training events.

  • Coordinate and cultivate inter-department support/interaction, as needed.

  • Support projects by planning and implementing initiatives aligned with strategic objectives, evaluating program and project outcomes, and identifying lessons learned.

  • Provide reports for the tracking and closure of all actions, projects and program metrics.  This includes providing technical and organizational support to HSE, Operations and other departments.

  • Maintain all compliance documentation within the Plains record keeping standard.

  • Identify process improvements for monitoring and collection of data and metrics.

  • Promote and champion corporate training systems and services.

  • Assist in Post-Accident Assessments, as necessary.

  • Assist in industry and vendor events through participation, as necessary.

Knowledge, Skills, and Experience Required:

  • A high school diploma or GED required; college degree preferred.

  • Superb verbal and written communication skills and ability to effectively work with people of varying experience at different levels of the organization.

  • Ability to organize and prioritize daily work, focus on detail, follow.

  • policies/procedures and maintain confidentiality.

  • Must have ability to travel up to 30%.

  • Proficient in Microsoft Office Products and computer skills.

  • Working knowledge of 49 CFR 192 and 195 preferred.

  • Working knowledge of pipeline operations and regulations applicable to liquid and gas transportation.

  • Experience in the use of Learning Management Systems preferred.

  • Understanding of functions and responsibilities of the Operator Qualification Rule and Programs preferred.

  • Cleared criminal history (background) and satisfactory reference checks

  • Compliance with the Company’s drug and alcohol policy including pre-employment D&A testing.

  • This position is not eligible for employment-based visa sponsorship.
