Purpose of the Job
Supervises assigned operators; operates passenger vans or rides buses to monitor road conditions, routes and schedules; evaluates performance of transit operators and/or other assigned staff; assesses route and schedule deficiencies, training needs and required facilities repairs; serves as liaison between passengers and the agency; and may schedule Routed or ACCESS Operators in accordance with union contract guidelines.
May supervise the dispatch function and/or dispatch duties; schedule operators and equipment to ensure optimal service levels; maintains communication with operators and modifies routes as appropriate; ensures staff training on scheduling and dispatch software.
Responds to accidents, vehicle mechanical problems and passenger incidents; reports accidents, equipment service requirements, complaints and road hazards to the appropriate authorities; investigates and responds to service discrepancies or procedural problems, program and service delivery questions and safety concerns ensuring necessary follow-up; confers with and advises manager and others regarding resolution to problems and complaints.
Conducts studies or projects to monitor and/or evaluate service, equipment and/or facilities and makes recommendations for improvements in operations; collects and analyzes data and prepares reports; reviews and provides input for updates to various agency manuals, guides, policies and procedures; serves on assigned committees.
Participates in hiring operators and/or other assigned staff; assigns work to, monitors and evaluates assigned staff; provides for and/or conducts training and/or staff development; monitors established work methods and standards; initiates corrective and/or disciplinary action and responds to grievances and complaints according to established personnel policies, procedures and relevant collective bargaining agreements. Documents all performance-related events, including unscheduled absences, accidents and reports of on-the-job injuries.
Conducts training of new operators in both classroom and closed course setting. Conducts retraining, coaching and skill development of operators. Must drive a minimum of two (2) hours semiannually in each vehicle type operated by Kitsap transit.
May be assigned to an operating base with responsibility for recommending solutions for service-related issues.
May be assigned to organize and participate in reciprocal "Guest Rider" programs with other Transit Agencies; participate in Kitsap County Department of Emergency Management meetings and drills as a representative of Kitsap Transit; and may serve on the Critical Stress Management Team.
Characteristic Duties and Responsibilities

    • Understanding and applying complex regulations, procedures and guidelines

    • Using computers and office software including word processing, spreadsheets and database programs in a Windows-based operating environment
    • Working under pressure, addressing problems and tasks that arise simultaneously and/or unexpectedly

    • Establishing and maintaining effective working relationships with other Kitsap Transit employees and the public

Minimum Qualifications and Knowledge Skills and Other Characteristics
  • High school graduation/GED and three (3) years of increasingly responsible transit operations experience including one (1) year of lead work and/or supervisory experience. In-depth knowledge of Kitsap Transit operations policies and procedures will be considered in lieu of increasingly responsible transit operations experience.

Licenses/Certifications:
  • Valid driver's license for at least 5 years
  • Valid Class B Commercial Driver's License with air brakes and passenger endorsement, obtained during probation.
  • Must pass a thorough federal background check to access Puget Sound Naval Shipyard & Intermediate Maintenance Facility, Naval Base Kitsap and Trident Refit Bangor. A Real ID and proof of US citizenship card are requirements for obtaining badges to access the above facilities.

Positions in this class typically require: balancing, stooping, reaching, standing, walking, lifting, dexterity of hands and fingers to operate a computer keyboard and other equipment, grasping, feeling, talking, hearing, seeing and repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, intense noises, travel, and environmental conditions such as disruptive people, imminent danger, or a threatening environment. Requires field work and travel.
