As a Commissioning and Startup Lead, you will lead commissioning, startup, and operational readiness activities that ensure utility facilities are fully tested, documented, and prepared for successful operation. Working closely with project teams, contractors, and operations staff, you will help deliver facilities that are safe, reliable, and maintainable while supporting successful project turnover.


About Your Role

The Commissioning and Startup Lead is responsible for leading commissioning, startup, and operational readiness for municipal utility facilities, including pump stations, storage tanks and reservoirs, CSO control and storage facilities, and solid waste transfer facilities. This role owns commissioning planning through turnover to ensure assets enter service fully tested, documented, and maintainable.


Education Requirements

  • High school diploma or equivalent required.


What You'll Need to Get the Job Done

  • Minimum of ten (10) years of experience in facility startup, commissioning, or plant engineering for water, wastewater, or industrial facilities.
  • Strong understanding of pumping systems, electrical distribution, and instrumentation and controls.
  • Experience developing and executing test plans and turnover documentation.


Preferred Qualifications

  • BCxA Certified Commissioning Professional (CCP), ACG Certified Commissioning Authority (CxA), or an equivalent commissioning credential.
  • Experience with CMMS implementation or asset data management.
  • Experience commissioning assets within live utility systems under operational cutover constraints.


What You'll Do

  • Lead commissioning, startup, and operational readiness for municipal utility facilities, including pump stations, storage tanks and reservoirs, CSO control and storage facilities, and solid waste transfer facilities.
  • Own commissioning planning through turnover to ensure assets enter service tested, documented, and maintainable.
  • Develop commissioning plans, startup sequences, and test procedures for mechanical, electrical, and instrumentation and controls systems.
  • Coordinate and witness factory acceptance testing (FAT) and site acceptance testing (SAT), and oversee functional performance testing.
  • Manage punch list resolution, systems turnover packages, and warranty tracking.
  • Lead operations and maintenance (O&M) readiness, including training coordination, O&M manual review, and spare parts and maintenance planning inputs.
  • Direct asset data handover, including asset register development and CMMS data loading and validation.
  • Interface with operations staff to plan cutovers and minimize service disruption on live systems.
  • Support closeout documentation and record deliverable completeness.

Pay Rate
