Position: Operations Research and Systems Analyst (ORSA), Senior

Location: Stuttgart, Germany

Employment Type: Full‑Time

Background:

Navanti Group is seeking a Senior Operations Research and Systems Analyst (ORSA) to support a U.S. Government customer through a prime contractor in Stuttgart, Germany.

The selected candidate will provide advanced analytical expertise supporting contingency planning, campaign assessments, strategy development, and operational decision‑making. The role requires experience applying quantitative analysis, modeling and simulation, wargaming, campaign analysis, mission engineering, and other analytical methodologies to support senior government and military decision-makers.

Core Responsibilities
  • Support contingency planning, strategy formulation, and campaign assessment processes through research and methodologically sound analysis
  • Assess progress toward campaign objectives and evaluate the feasibility, suitability, and acceptability of contingency plans
  • Develop and apply analytical methods such as wargaming, modeling and simulation, campaign analysis, mission engineering, and Multi‑Criteria Decision Analysis (MCDA)
  • Assess the risk and return on investment associated with proposed operations, activities, and investments
  • Evaluate the effectiveness of operational activities and investments at the operation or campaign level
  • Analyze military, governmental, or business systems to support decision‑making and resource allocation
  • Design, develop, implement, and lead analysis efforts across multiple teams and staff directorates
  • Verify and validate data, models, and analysis results
  • Develop reports, briefings, and visualizations for senior leaders
  • Serve as a primary interface between multidisciplinary research and analysis teams and government stakeholders
  • Integrate operational environment context into analysis findings and reports
  • Provide work leadership and coaching to junior staff, as needed
Minimum Qualifications
  • Minimum 5 years serving as an Operations Research and Systems Analyst (ORSA)
  • Demonstrated background in campaign analysis, contingency planning, mission engineering, or wargaming
  • Ability to design and apply mathematical, statistical, econometric, or analytical models
  • Proven ability to develop, validate, and present analytical products supporting operational decision‑making
  • Background leading or supporting multidisciplinary analytical teams
  • Ability to produce reports, briefings, and data visualizations for senior leaders
  • Active TS/SCI clearance required prior to start
Preferred Qualifications
  • 7+ years of experience designing, developing, and visualizing mathematical, statistical, econometric, or other scientific methods and techniques
  • Military experience, particularly in Special Operations or joint operations
  • Experience with technical operations, sensitive activities, or other specialized capabilities
  • Prior experience with a military operations research center, such as the Center for Army Analysis, RAND, OPNAV N81, or similar organization
  • Experience leading wargames, campaign analyses, or mission engineering efforts within the Department of Defense
Education
  • Bachelor’s degree in Operations Research, Mathematics, Statistics, Engineering, or a related field required
  • Master’s degree in Statistics, Mathematics, Operations Research, or a related field preferred
  • Doctorate degree in Statistics, Mathematics, Operations Research, or a related field a plus
