Job description

Global Solutions International, LLC is seeking a highly qualified Program Manager to lead a multidisciplinary team supporting the U.S. Navy’s Southwest Regional Maintenance Center in San Diego.
This position will provide overall leadership for a large administrative and technical support program serving multiple command departments. The selected candidate will oversee personnel, staffing, performance, quality, compliance, customer communication, reporting, safety, and daily contract operations.
What You Will Do
  •  Lead and supervise contractor and subcontractor personnel assigned across multiple SWRMC departments. 
  •  Serve as the primary management interface with the COR, Government leadership, and GSI corporate management. 
  •  Ensure all contract requirements, deliverables, schedules, labor hours, and performance standards are met. 
  •  Manage recruiting, onboarding, staffing, employee performance, attendance, training, and workforce continuity. 
  •  Conduct weekly meetings with the COR and provide status updates, recommended solutions, and corrective-action plans. 
  •  Track risks, staffing gaps, quality issues, deliverables, overtime, and emerging requirements. 
  •  Establish and enforce company policies and effective program-management procedures. 
  •  Maintain availability during normal business hours and during after-hours contract support. 
  •  Ensure compliance with Government, Navy, safety, privacy, and information-protection requirements. 
  •  Prepare performance reports, staffing reports, metrics, briefings, and executive-level program updates. 
Minimum Qualifications
  •  Current Project Management Professional certification is required
  •  Bachelor’s degree in management, business, project management, or a related field. 
  •  Eight or more years of program, project, or operations-management experience. 
  •  Five or more years of experience managing employees or subcontractors. 
  •  Experience supporting a federal government or Department of Defense contract. 
  •  Demonstrated ability to manage staffing, contract compliance, schedules, risks, deliverables, and customer relationships. 
  •  Excellent leadership, communication, analytical, and organizational skills. 
  •  Proficiency with Microsoft Office applications. 
  •  Ability to work on-site at Naval Base San Diego and obtain required installation and information-system access. 
Highly Desired
  •  Navy, NAVSEA, ship-maintenance, maritime, or Regional Maintenance Center experience. 
  •  Experience managing a large firm-fixed-price professional-services contract. 
  •  Familiarity with Government quality control, CDRLs, WAWF, NMCI, CAC processes, and Service Contract Reporting. 
  •  Lean Six Sigma or federal contract-management certification.
