Connected Logistics is seeking a Technical Program Manager to lead Enterprise Knowledge Management (EKM), digital modernization, business intelligence, application development, and organizational transformation supporting USSOCOM. The Technical Program Manager will serve as the Government’s primary point of contact, providing leadership, direction, and oversight for personnel assigned to the Task Order, including Connected Logistics and subcontractor personnel.


The Technical Program Manager shall oversee all personnel, supervise ongoing technical efforts, and manage overall Blanket Purchase Agreement (BPA) performance to ensure the optimal use of assigned resources. This individual will have the authority to make decisions on behalf of Connected Logistics in response to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential contractual, programmatic, or resource issues. The Technical Program Manager shall travel to other Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations as needed to support this BPA.


Key Responsibilities:

  • Lead and deliver Government Orals presentations during the proposal lifecycle, serving as the primary presenter and/or coordinator; develop presentation strategies, storyboards, and executive-level briefings that clearly articulate technical solutions, program management approach, staffing strategy, and key differentiators aligned to solicitation requirements.
  • Oversee cross-functional Orals preparation and execution efforts, coordinating inputs from technical, recruiting, pricing, and subcontractor teams; conduct mock presentations, refine messaging, and engage directly with Government evaluators to respond to questions, demonstrate program leadership, and communicate execution plans, risks, and mission outcomes in high-visibility environments.
  • Lead and facilitate recurring program meetings with internal teams, subcontractors, and Government stakeholders to review status, address risks and issues, align priorities, and drive timely execution of program objectives.
  • Lead a globally diverse team that operates on various networks from TS SCI to NIPRnet.
  • Lead general operational, fiscal, and administrative support of direct reports; OCONUS employee life support and general employee location and security matters.
  • Oversee Quality Assurance, including reviewing deliverables, enforcing employee compliance monitoring programs, and corporate and programmatic Quality Control (QC) programs.
  • Develop Rough Order of Magnitude (ROM) pricing for projects as requested.
  • Perform Risk, Issue and Opportunity Management including strategies for optimizing Program cost effectiveness.
  • Oversee all aspects of the development and implementation of assigned projects which may include defining scope and objectives, developing work schedules, estimates, resource plans, and status reports. Provide technical and analytical guidance and take projects from concept through final implementation. Interface with stakeholders including end users (DoW services and the Fourth Estate), interface with partners, vendors, and the client (USSOCOM).

Preferred Qualifications:

  • Knowledge of EKM technical and operational requirements, as described in the Performance Work Statement.
  • Demonstrated excellence planning, directing, and managing complex projects similar in size and scope to the EKM Program, to include OCONUS experience.
  • Ability to provide overall program leadership, direction, and oversight for BPA and Task Order execution, serving as the primary management interface to USSOCOM stakeholders (e.g., AAS COR, TPOCs) and ensuring mission-aligned outcomes in secure, regulated environments.
  • Direct transition planning and execution (transition-in and transition-out) to ensure continuity of operations, minimal disruption, and effective knowledge transfer.
Requirements:


  • Project Management Institute (PMI) Project Management Professional, or Program Management Professional (PgMP) certification.
  • Must have a Top Secret (TS) clearance with SCI eligibility based on Single Scope Background Investigation (SSBI).
  • Demonstrated experience leading or supporting Government proposal Orals presentations for Federal contracts of comparable size, scope, and complexity, with proven ability to develop and deliver executive-level briefings that clearly communicate technical, program management, and staffing approaches aligned to evaluation criteria.
  • Proven ability to coordinate cross-functional proposal teams and perform effectively in high-visibility environments, including facilitating mock presentations, refining messaging, and responding to Government evaluators’ questions with clarity, confidence, and mission-focused insight.
  • Leadership experience in managing a Microsoft 365 for Enterprise solution.
  • A minimum of ten (10) years of experience planning, directing, coordinating, and managing methodologies and approaches for projects and programs similar in scope and complexity to this BPA as a contractor or government civilian.
  • Experience planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach, to include overseeing Agile SCRUM-based execution, for a project or program similar in scope and complexity to this BPA with multiple OCONUS locations assisting DoW projects.
  • Experience with foreign Host Nation and Status of Forces Agreement (SOFA) requirements, regulations, and processes within a broad Area of Responsibility (AOR).
  • Due to the specialized nature of some supported missions and the Operational Security (OPSEC) posture of installations, some prospective candidates may be subject to Government-administered psychological testing. This test evaluates a candidate’s background and suitability for work at high-security installations and their ability to maintain required clearances.
  • Willing and able to travel globally.
