Job description


Because of the need for consistent, in-person collaboration and/or the requirement to perform all work onsite due to the nature of this role, it will be performed full-time on site. This means work will be conducted on location at a BAE Systems facility 100% of the time.
The role of the Ops Specialist II is to help oversee and manage the programs/projects within Operations responsibility. He/she serves as the liaison amongst the various functional groups within Operations and as the single POC between Operations as a whole and the balance of the company. This role includes overseeing different program phases, from development to transition to production and production. The Ops Specialist II aids in preparing project execution plans, identifies the technical and business resources needed, reviews status of projects and budgets against the plan, manages schedules preparing / presenting status and assesses issues and develops resolutions. The Specialist is the cross functional leader of his/her program team, with frequent collaboration with Engineering, Supply Chain, Quality, Program Office, and Finance, providing technical and analytical guidance to the team. The Specialist has the ultimate responsibility for managing program cost, capacity, quality and delivery on his/her assigned programs.

  • Assists the Operation program Manager on Operations performance against the baseline program plan by monitoring quality, schedule and cost performance of all Operations functions.
  • Gather and interpret Operations data, i.e. status, and present it in a clear and concise manner to Operations Management, Program Management and / or Engineering Management.
  • Utilizing departmental standards, generate Operational plans (i.e. Manufacturing, Sales) and schedules and utilize them to provide direction to the functional departments.
  • When necessary generate ad hoc plans and schedules for activities not fitting Operations norms - i.e. Excel, MS Project.
  • Actively participate in project/team meetings providing clear direction to the various functional areas.
  • Using a general knowledge of industry practices, techniques and standards, develop solutions to problems of moderate scope and complexity.
  • Understand and interpret corporate policy and procedure, insuring program compliance.
  • Good interpersonal skills required at all levels of the team, the touch personnel side, to the support functions and all levels of management.
  • Active participation in cost tracking utilizing existing tools and procedures leading to presentation of cost positions, EAC positions and variance explanations against the released budget.
  • Active participation in cost proposals utilizing existing tools and procedures leading to proposal generation and customer negotiation support and development of budgets.
  • Review of project performance against established metrics and development of "get well plans" when required.
  • Assist in providing leadership and direction of operations programs for operations functions during all phases of program execution beginning with the proposal to client delivery and sign off
  • Assure the accomplishment of programs goals through the efficient and effective utilization of operations resources
  • Provide a single point of contact between Operations and the Program office for providing program status and resolving problems
  • Presents operations status to Operations Program Management as required
  • Aids the Operations Program Manager to coordinate the preparation of estimates for all Operations functions by requesting input from appropriate Operations sources
  • Helps the Operations Program Manager provide a competitively priced, accurate, supportable cost proposal within time and budget constraints as previously agreed to with the proposal manager
  • Interface with the appropriate organizations within Operations to ensure any changes which will impact assigned tasks have been appropriately communicated and addressed
  • Supports operations functions in a manner consistent with the statement of work negotiated with the customer and applicable management directives and practices
  • Supports Operations position during audits, fact finding and negotiations by participating with Operations Program Management in all phases to assure arbitrary concessions are not made
  • Promotes a strong sense of teamwork among personnel supporting various phases of the program efforts
  • Maintains state of the art knowledge by keeping abreast of new procedures and methods to streamline manufacturing processes
  • Furnish support to the appropriate Program Manager for monthly management reviews and support Program Management and Engineering to discuss customer and program issues as well as future business and program activities
  • Generates and executes the manufacturing plan which provides the ground rules of the contract requirements to Operations in compliance with service level agreements
  • Review, approve and process all change orders to the product definition group for implementation
  • Create and review parts lists for required data, monitor and provide direction to the supply chain planner and focus factory buyer, production test, manufacturing, inspection and shipping to ensure all internal schedule and contract delivery dates are met
  • Assists and or may Chair a product support team meeting weekly which includes manufacturing, production test, reliability engineering, product excellence (QA), program management, Industrial engineering and engineering to discuss and resolve any issues that arise during the production cycle
  • Responsible for monitoring and reviewing material cost as well as cost performance index for all assigned programs. Read and understand drawings on part issues and direct to the appropriate faction.
  • May manage vendors during production cycle including on-site visits to confirm program status and review recovery plans where required
  • Aids in reviewing pricing on purchase order to ensure programs follow the proposed pricing to stay within budget constraints of the program
  • May assist supporting customer visits, proposals and future business.
  • Maintains a sound understanding of theories and practices in a constantly evolving environment
  • Helps the manager with responsibilities for multiple teams activities
  • Holds a strategic vision and analysis, and the ability to create innovative solutions in a fast-changing environment.
