Job description


This Opportunity
The Regional TOC Operations Manager is responsible for the overall management, leadership, and day-to-day operation of one of Virginia Department of Transportation (VDOT's) regional TOCs. This position provides operational oversight for a 24-hour, seven-day-per-week transportation management operation supporting incident management, traveler information, weather operations, arterial management, intelligent transportation systems (ITS) system monitoring, emergency response, and special event operations.
The Operations Manager serves as the primary operational liaison between VDOT, the Contractor, partner agencies, and internal management staff. The position is responsible for ensuring compliance with all contract requirements, Standard Operating Procedures (SOPs), Annual Work Plans (AWPs), Key Performance Indicators (KPIs), staffing requirements, and operational objectives while fostering a culture of continuous improvement and operational excellence.

Your Impact
  • Manage the daily operation of a regional TOC.
  • Lead all TOC supervisors, lead operators, operators, analysts, and support staff.
  • Ensure continuous 24/7/365 operational coverage.
  • Develop and maintain Annual Work Plans (AWPs).
  • Monitor contractual Key Performance Indicators (KPIs).
  • Ensure compliance with all VDOT policies and SOPs.
  • Oversee staffing, scheduling, recruiting, employee development, and performance evaluations.
  • Coordinate special events, emergency operations, weather events, and incident response activities.
  • Coordinate directly with VDOT Regional Traffic Operations staff.
  • Lead monthly operational reviews and performance reporting.
  • Develop corrective action plans when operational deficiencies occur.
  • Coordinate interoperability between regional TOCs.
  • Ensure operational readiness during emergencies.
  • Lead continuous improvement initiatives.
  • Manage operational budgets and reporting requirements.
  • Serve as the primary point of contact for regional operational issues.
Who You Are
Required Qualifications
  • Bachelor's Degree in Transportation, Engineering, Emergency Management, Public Administration, Business Administration, Information Systems, or related field.

OR
  • Five (5)+ years of progressively responsible transportation operations experience.

Required Experience
  • Five or more years supervising a 24/7 operations center.
  • Experience managing transportation operations or traffic management centers.
  • Experience leading supervisors and operations personnel.
  • Traffic Incident Management experience.
  • Experience working with police, fire, EMS, DOT maintenance, and emergency management agencies.
  • Experience in preparing executive reports and operational metrics.
  • Experience with staffing, scheduling, budgeting, and performance management.
  • Experience managing multiple priorities during emergency operations.

Preferred Qualifications
  • Traffic Operations Center experience.
  • Advanced Traffic Management Systems (ATMS).
  • Intelligent Transportation Systems (ITS).
  • Performance dashboards and KPI reporting.
  • FHWA SHRP2TIM training certification.
  • NIMS / ICS 100 / 200 / 700 / 800.

Working Conditions
  • Primarily office based within a Traffic Operations Center.
  • Occasional travel throughout the assigned VDOT Region.

  • On-call availability.
  • Evening, weekend, and holiday work as required.

Compensation:
Expected Salary (all locations): $120,000 - $180,000
