Job description

We are seeking an experienced Site Manager to lead all contract operations supporting DLA Distribution Barstow. This position serves as the primary point of contact with the Government and is responsible for full operational oversight of receiving, warehousing, inventory, packaging, transportation, retail/ISA support, NAVSUP Level 1/ Sub-safe material handling, and audit sustainment activities.

The Site Manager must demonstrate strong leadership, operational discipline, and the ability to manage a large, unionized workforce across two geographically separate locations.

Key Responsibilities

  • Provide full operational leadership for all contract functions at Nebo and Yermo.
  • Serve as the central point of contact with the KO, COR, and Government leadership.
  • Ensure compliance with all PWS requirements, SOPs, audit controls, and regulatory standards.
  • Lead supervisors, leads, and functional managers to achieve performance metrics and Acceptable Performance Levels (APLs).
  • Oversee staffing, scheduling, training, and workforce development.
  • Implement and enforce Quality Control Plan (QCP) and Customer Service Plan (CSP).
  • Ensure accurate and timely reporting, documentation, and issue resolution.
  • Drive continuous improvement, risk mitigation, and internal control adherence.
  • Maintain operational readiness for surge, emergency requisitions, and oncall support.
  • Coordinate with Government stakeholders, Item Managers, Inventory Control Points, and transportation partners.

Minimum Qualifications

  • 5+ years of Distribution Management experience, OR 10+ years of management experience in large-scale distribution operations of similar size and complexity.
  • 3+ years of experience using automated Warehouse Management Systems (WMS) within the last 5 years (DSS/WMS preferred).
  • Demonstrated ability to lead large teams in a hightempo logistics environment.
  • Strong communication, leadership, and decision-making skills.
  • Experience working in Government or DoD logistics environments preferred.

Ability to obtain CAC and meet all security requirements.


All Contractor personnel performing work under this contract must complete a favorable background investigation and be eligible to obtain a Department of Defense (DoD) Common Access Card (CAC).
