The Project: 

Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New York, inclusive of the Hudson Tunnel Project.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

You'll Be Responsible For: 

• Support commercial activities across a systems-heavy and interface-intensive project environment.

• Manage cost control processes and monitor commercial performance across multiple workstreams and asset types.

• Support change management activities and assess the commercial implications of scope, design, and delivery changes.

• Coordinate commercial interfaces across multiple contractors, disciplines, and infrastructure packages.

• Prepare commercial reports, forecasts, and analysis to support project delivery and governance requirements.

• Support the commercial management of major civil works, including excavation, structural concrete, demolition, and site enabling activities.

• Implement commercial assurance processes for rail systems, trackwork, traction power, signaling, communications, and SCADA infrastructure.

• Support commercial activities associated with tunnels, portals, fan plants, MEP systems, life safety systems, and related facilities.

• Monitor commercial risks and support the development of mitigation measures to maintain project objectives and delivery commitments.

• Support testing, commissioning, and assurance activities by providing commercial input and maintaining alignment with project controls and delivery requirements.

• Manage commercial inputs associated with surface works, bridges, embankments, duct banks, and site restoration activities.

You'll need to have 

• Degree in Quantity Surveying, Commercial Management, Engineering, Construction Management, or a related discipline

• Minimum 15 years' commercial experience on major infrastructure or rail projects.

• Background working on complex, multi-package programs involving heavy civil/enabling works and systems-heavy packages, including rail systems, MEP, power, signaling, track, and tunnels.

• Proven delivery within a client, delivery partner, or program management environment, rather than solely contractor-side organizations.

• Strong knowledge of commercial governance, cost control, change management, and commercial impact assessment.

• Capability to evaluate contractor change orders, claims, and scope-to-estimate or scope-to-change traceability.

• Understanding of commercial exposure across multiple interfaces, including civil versus systems boundaries, early works to main works transitions, and contractor interface risks.

• Strong understanding of cost forecasting, cash flow management, allowance management, contingency management, and change impact assessment across cost, schedule, and risk.

• Ability to review and interpret estimates, pricing build-ups, program schedules, scope definitions, and commercial assumptions.
