Job description

General Description The Technology Portfolio Manager serves as the enterprise front door for technology at Toho Water Authority. This position provides a structured, objective framework for evaluating, prioritizing, and advancing technology investments. The position ensures business needs are defined consistently, assessed against enterprise standards, and prioritized based on organizational value, strategic alignment, and measurable outcomes.

This position leads technology intake, prioritization, market and vendor evaluation, and delivery of selected technology solutions through go-live. It also leads the implementation and maturation of Program Management Office (PMO) enterprise platforms and the data, process, and reporting standards behind them, and maintains a unified view of technology demand, initiatives, dependencies, and expected value across the organization. Working in close partnership with the Business Transformation and Process Manager in Stakeholder Services, this position forms one half of an integrated enterprise intake model.

While the Business Transformation and Process Manager leads organizational readiness, business process improvement, and change adoption, the Technology Portfolio Manager ensures technology opportunities are evaluated, governed, and delivered through a consistent enterprise portfolio framework. Reporting to the Director of PMO, the Technology Portfolio Manager collaborates across Information Technology, Stakeholder Services, Engineering, Operations, Finance, Procurement, Customer Service, and other departments to align technology investments with organizational priorities, strengthen governance, and maximize the value delivered through the organization's technology portfolio. Essential Functions Lead the enterprise technology intake process, maintaining one common queue, one intake form, and one prioritized list of technology requests across the organization.

Own and facilitate the recurring enterprise technology coordination forum, including agenda development, status reporting, decision documentation, and follow-through. Engage departments across the organization to understand business problems, clarify desired outcomes, and translate needs into technology capabilities and requirements. Serve business and operational technology needs across the full utility, including field operations, treatment, laboratory, metering, SCADA and instrumentation, backflow, and customer-facing systems.

Coordinate with Business Transformation and Process so that requests entering through either intake path reach the same evaluation, and either party may transfer work to the other. Apply consistent evaluation criteria to technology requests, assessing enterprise value, business outcomes, feasibility, dependencies, risk, organizational readiness, and capacity. Conduct structured market scans, solution research, vendor evaluation, and selection processes for technology initiatives.

Serve as a core member of the technology Evaluation Committee alongside Business Transformation and Process and Toho IT. Lead technology prioritization and present recommendations to executive leadership and Chiefs for initiatives requiring enterprise prioritization or approval. Ensure Toho IT feasibility review occurs early in intake so that no initiative advances without a technical assessment.

Lead delivery of selected technology solutions from approval through implementation, go-live, and stabilization, coordinating business owners, Business Transformation and Process, Toho IT, and vendors. Manage scope, schedule, budget, risk, and dependencies for assigned technology initiatives, and escalate decisions to the appropriate governance forum. Ensure the PMO is engaged in scope and configuration discussions prior to commitments being made to vendors or stakeholders.

Lead the implementation, configuration, and ongoing maturation of PMO enterprise platforms, and maintain the data, process, and reporting standards behind them. Conduct data quality and consistency reviews across PMO platforms so that enterprise reporting is accurate, comparable, and reliable. Maintain a unified enterprise view of technology demand, initiatives, dependencies, delivery status, risk, and expected value.

Support development of a unified technology roadmap aligned with strategic priorities, operational needs, and enterprise capacity. Track technology initiative outcomes, benefits realization, and key performance indicators in partnership with business owners and transformation stakeholders. Reduce duplication of systems, fragmented tools, and ad hoc technology investment through coordinated evaluation and governance.

Contribute to the maturation of the PMO toward an enterprise portfolio function, including assessment of current maturity across strategy, process, data, and platforms. Supervise assigned staff, contractors, or consultants, including work assignment, review, and development (as the Program Management Office expands, this position is expected to assume supervisory responsibility). All other duties as assigned.

Minimum Qualifications Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be: Bachelor's degree in Business Administration, Public Administration, Information Systems, Project Management, Engineering, Organizational Management, Operations Management, or a related field. Five (5) years of progressively responsible experience in technology portfolio or program management, business technology, project management, business analysis, enterprise systems implementation, process improvement, or vendor evaluation.

Experience leading cross-functional initiatives involving business stakeholders, technology teams, and external vendors. Experience developing business requirements, evaluating technology options, supporting procurement or vendor selection, and implementing technology-enabled solutions through go-live. Working knowledge of enterprise technology concepts sufficient to read solution diagrams, ask informed questions, and evaluate vendor claims critically.

Strong verbal, written, facilitation, and executive presentation skills, with exceptional organizational and time management ability. Must possess and maintain a valid State of Florida Class E Driver's License. DESIRABLE QUALIFICATIONS: Experience in a utility, public sector, infrastructure, engineering, capital program, or regulated service environment.

Experience with enterprise platforms common to utilities, such as ERP, CIS, CMMS, EAM, LIMS, SCADA and historian, GIS, capital project management, workflow, and data and reporting platforms. Knowledge of program management office practices, enterprise intake models, governance frameworks, portfolio management, and technology roadmap development. Experience establishing or maturing an enterprise intake, prioritization, or governance process.

Experience with business transformation, change management, data standards, reporting, and value realization. Professional certification such as PMP, PgMP, PfMP, PMI-PBA, CBAP, Prosci, or ITIL.
