Overview
Planned Systems International (PSI) is an Enterprise IT services company who focuses on designing, building, securing, and operating cutting-edge software solutions that drive mission success and operational excellence for Federal Government organizations. PSI is currently seeking a successful candidate to report directly to the COO and provide support on all facets of Government contracts/procurement transactions for a key provider of enterprise-wide IT systems, solutions, & services.
We are currently seeking a transitioning Service Member (all branches/ranks welcome) to join as a SkillBridge intern to support all phases of contract related transactions and federal Government contracts management, compliance, and regulations. Individual will provide support in the lifecycle management of all contract functions for prime contracting and subcontracting.
  • Position Type: DoD SkillBridge (Fellowship/Internship) - Fulltime, Temporary (Unpaid per DoD policy)
  • Duration: 90-180 days (preferred 120-180 days; target dates flexible based on command approval and candidate availability)
  • Location: Arlington, VA - DC, MD, VA preferred but remote work can be considered.

Essential Functions and Job Responsibilities
The selected candidate will assist the COO by applying knowledge of Government contracting, compliance issues, business acumen, discretion and good judgment in the following areas, including but not limited to:
  • Responding to complex inquiries regarding contract obligations and revisions.
  • Negotiation of contract and/or subcontract terms.
  • Identifying risks and issues, suggesting alternatives that lead to the best solution.
  • Review and manage contractual obligations of the parties and provides continual review to ensure that all terms and conditions are met.
  • Act as the primary contact between the project team and/or sector and Legal Services, ensuring that all legal and contractual matters are addressed efficiently and promptly.
  • Act as liaison between PSI and clients/vendors.
  • Develop and integrate contract management tools (including critical contract databases), templates, methods and processes for the engagement.
  • May provide training to Contract Management and project personnel.
  • Actively involved Contract Management improvement initiatives.
  • Conduct closeouts and audits for all types of contracts (ID/IQ, FFP, FFP/LOE, CPFF and T&M).
  • As the Corporate resource supporting all contracting activities, the individual will also be expected to assist with risk management activities, teaming agreements and negotiation, project audits, government property management, and financial analysis & reporting.

Minimum Requirements
  • Eligibility:Currently serving U.S. Service Member eligible for DoD SkillBridge (command approval required).
  • Education:
    • Bachelors Degree in Business, Contracts, or Acquisition related field. An equivalent combination of education and experience will be considered (held a contracting warrant).
  • Experience:
    • 5 or more years of relevant experience in Government contracting.
    • FAR Part 12 commercial terms experience.
    • Knowledge of the Federal Acquisition Regulations.
    • Skilled in MS Office applications, particularly Word and Excel.
    • Excellent interpersonal skills, and excellent oral and written communication skills a must.

Desired Qualifications
  • Experience working for a Government Contractor of similar size and scope is strongly preferred.
  • Basic knowledge of/experience with the following contractual documents and agreements is desired: Nondisclosure Agreements, Teaming Agreements, Subcontract Agreements and Delivery/Task Orders.
  • NCMA membership a plus.

    • This is an unpaid DoD SkillBridge opportunity for qualifying transitioning Service Members.
    • Participants remain on active-duty orders and continue to receive military pay/benefits from their Service during the fellowship.
