Position Overview

The GARRETT GROUP is seeking an experienced NC2/NC3 Operational Risk Assessment Analyst to support the United States Strategic Command (USSTRATCOM) Nuclear Command, Control, and Communications (NC3) Enterprise Center (NEC). The selected candidate will provide specialized operational risk analysis support for strategic NC2/NC3 systems, capabilities, and enterprise modernization initiatives.

This role requires extensive experience with NC2/NC3 operations, survivable communications architectures, strategic command and control procedures, and enterprise-level risk assessment methodologies. The analyst will support identification, analysis, and mitigation of operational risk across integrated NC3 systems and capabilities while supporting senior leadership decision-making and strategic deterrence operations.

Required Qualifications

  • Active TS/SCI security clearance.
  • Minimum of 8 years of experience supporting:
    • NC2/NC3 operational capabilities and procedures.
    • Strategic operational platforms, communications systems, and modes of operation.
    • Survivable and endurable NC2/NC3 capability development efforts.
    • Application of CJCS Instructions, Manuals, and Emergency Action Procedures related to NC2/NC3 operations.
  • Demonstrated experience with:
    • Joint Risk Analysis processes and methodologies.
    • Enterprise-level NC3 operational risk assessments.
    • Building and maintaining operational risk metrics and analytical frameworks.
    • Cross-cutting methodologies for assessing integrated system risk.
    • Developing mitigation recommendations for operational and capability risks.
  • Experience participating in Combatant Command-level NC2/NC3 working groups and governance forums.
  • Minimum of 3 years of experience:
    • Supporting USSTRATCOM-assigned Unified Command Plan (UCP) missions.
    • Working at the Combatant Command, Joint Staff, Service, or MAJCOM level.
    • Staffing complex coordination packages and adjudicating stakeholder comments.
  • Strong analytical, organizational, and communication skills.
  • Ability to brief senior leaders and communicate complex operational risk concepts effectively.

Desired Qualifications

  • Experience supporting USSTRATCOM NEC or strategic deterrence mission areas.
  • Familiarity with NC3 modernization and enterprise integration initiatives.
  • Prior operational military experience supporting strategic communications, nuclear operations, or command and control systems.
  • Knowledge of strategic deterrence policy, continuity operations, and enterprise capability integration efforts.
