Foxhole Technology is seeking a Program Manager to lead a large-scale enterprise IT services program supporting the development, administration, maintenance, and modernization of mission-critical application systems. The Program Manager will oversee a multidisciplinary team delivering comprehensive IT services, including cybersecurity, system lifecycle management, information management across on-premises and cloud environments, data center operations, network infrastructure, telecommunications, software and hardware management, software development, data science and engineering, service desk operations, and end-user support.

The Program Manager will serve as the primary contractor point of contact and provide strategic leadership to ensure successful program execution, technical delivery, and customer satisfaction. This role requires a proven leader capable of managing complex IT operations, aligning resources with mission priorities, and driving successful outcomes within a highly dynamic environment.

Responsibilities
  • Serve as the contractor's single point of contact and authorized interface with government leadership for operational, technical, and program delivery matters.
  • Provide overall leadership and accountability for task order (TO) performance, service delivery, and execution of a large-scale program supporting 100-200 personnel.
  • Lead program transition activities, ensuring effective onboarding, knowledge transfer, operational readiness, and continuity of services.
  • Establish, communicate, and enforce work standards, processes, and performance expectations across contractor personnel and subcontractors.
  • Plan, assign, and manage contractor resources, schedules, and priorities to meet mission objectives and contractual requirements.
  • Monitor performance, identify and resolve issues, and implement corrective actions to maintain service quality and delivery commitments.
  • Communicate organizational policies, objectives, priorities, and goals to team members and subcontractor personnel.
  • Execute standard program management responsibilities, including:
    • Developing and maintaining program management plans
    • Preparing monthly status reports and performance updates
    • Facilitating technical and project meetings
    • Managing risks, issues, dependencies, and action items
    • Ensuring quality control and continuous improvement of program performance
Minimum Requirements
  • Active Secret security clearance.
  • Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Minimum of seven (7) years of experience within the past ten (10) years leading and delivering IT and mission support services as a Program Manager or Project Manager.
  • Minimum of five (5) years of recent experience planning and executing complex IT projects and technical activities with minimal government direction and oversight.
  • Demonstrated experience managing large, complex IT service delivery environments and cross-functional technical teams.
Desired Qualifications
  • Active DoD 8570.01 IAT Level I or higher certification (or equivalent DoD-approved certification).
  • One or more infrastructure-related technical certifications.
  • Experience supporting federal government enterprise IT programs and mission-critical systems.
