Actual place of performance is to be determined by the Government; however, work is anticipated to be performed within the National Capital Region (NCR).

ARMADA is seeking a detail-oriented Budget Analyst to support the Department of Health and Human Services (HHS), Program Support Center (PSC), Real Estate, Logistics, and Operations (RLO), Intake, Suitability, and Badging Services (ISBS). This position supports financial planning, budget execution, and reporting activities by reviewing billing information, analyzing expenditures, coordinating with Government stakeholders, and ensuring contractual and financial requirements are met in support of a mission-critical federal program.

Duties & Responsibilities:

  • Budget Analysts will review end of the month billing.
  • Identify questions and issues and coordinate their resolution.
  • Budget Analysts will aid with tracking and billing systems.
  • Generate and review customer billing reports.
  • Budget Analysts will track annual budget expenditures.
  • Facilitate weekly budget meetings.
  • Budget Analysts will work closely with HHS Budget team to gather information and perform detailed analysis of billing trends and meeting contractual agreements.
  • Possesses the ability to successfully identify, classify, prioritize and resolve issues.
  • Budget Analysts will research, gather, articulate, refine and document financial information.
  • Assist in submitting Mid-Year review.
  • Budget Analysts will review quarterly budget upload.
  • Review and submit the NOR monthly.
  • Budget Analysts will review and submit the Spend Plan.
  • Budget Analysts will deliver informative, well-organized presentations.
  • Other duties as assigned.

Knowledge, Skills and Abilities (KSAs):

  • Ability to work effectively with Government leadership, technical personnel, and contractor staff.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong attention to detail with the ability to accurately process high volumes of work.
  • Proficiency with Microsoft Office applications.

Minimum Education/Experience:

  • Bachelor's Degree preferred, not required.
  • Five (5) years of relevant experience managing programs and/or projects

Preferred Experience:

  • Experience supporting federal budget, finance, or accounting operations.
  • Experience reviewing invoices, billing records, and financial reports.
  • Experience analyzing budget trends and expenditures.
  • Experience supporting contract financial management.
  • Experience preparing spend plans, budget uploads, or financial forecasts.
  • Experience coordinating with Government budget offices or financial stakeholders.
  • Advanced proficiency with Microsoft Excel, including formulas, pivot tables, and data analysis.
  • Experience preparing executive reports and presentations.
  • Strong analytical, organizational, and problem-solving skills.
