Job description

About the Role
The Wisconsin Department of Corrections is seeking a highly skilled and self-motivated OnBase Administrator /Developer III to manage, maintain, and optimize our enterprise content solutions system. You will be one of four primary point-of-contacts for system administration, workflow design, and user support, ensuring our document management operations run securely and efficiently.
A minimum of 8- years on-the-job experience in the field, including developing document types, keywords, queries, reports, form processes, and Workflow solutions required.
Resolves issues through debugging, research, and investigation. Familiar with standard concepts, practices, and procedures within the field.  Applies extensive experience in the field for judgment to perform the functions of the job.
Knowledge of incident management and escalation procedures. Must have excellent written and verbal communication skills with customers, peers, and management.
Ability to write technical documentation is required.
 
Key Responsibilities
  • System Administration: Manage, configure, upgrade and maintain the OnBase environment across Development, Test, and Production instances.
  • Solution Development: Design, create, deploy and support OnBase solutions, including WorkView applications, lifecycles, workflows, and document templates. Incorporate ADA compliance into the development process.
  • System Integrations: Configure OnBase API, Unity, Scan Queues, IdS, DIP, Docusign, Topaz Signature pads, ShareBase, Hyland API Server (REST API)
  • User Support: Triage, troubleshoot, and resolve system issues, identifying root causes to provide permanent solutions.
  • Maintenance & Upgrades: Perform regular system monitoring, Scheduler Services, IIS, data integrity checks and software upgrades in line with best practices.
  • Training & Documentation: Create user manuals, maintain system documentation, and provide end-user training to various business units.

Candidates must reside in the State of Wisconsin or relocate at their own expense within 30-60 days of hire.

Qualifications & Requirements
  • Experience: Must have a minimum of 8-10  years of proven experience in Hyland OnBase administration, configuration, engineering, system tasks, custom queries, Advanced Capture and forms development.  Experience in requirements gathering and solution analysis is required.
 
  • Certifications: OnBase Certified System Administrator certification or OnBase Certified Installer designation, and OnBase Certified Workflow Administrator certification or OnBase Certified Workflow Engineer certification is required.
 
  • Technical Skills: Must have proficiency in OnBase Configuration, Studio, Unity Management Console, and API development (RESTful, SOAP). Ability to provide on-going OnBase technical support, including daily incident, change management, and system administration responsibilities required. Strong in writing custom queries in Oracle and SQL Server. Must have experience in performing OnBase system upgrades.
 
  • Soft Skills: Must be a self-starter and consistently portray a sense of urgency and have excellent, written and oral communication skills. Must have a high drive to excel and be able to work independently in a versatile environment.
 
  • Nice to have:   OnBase WorkView Certification and OnBase Certified Application Programming Interface certification is desired.  Familiarity with VBScript, PowerShell, C#.NET, SQL, REST API and HTML is a plus.
