Job Description
Position Summary
The Strategic Sector Lead is responsible for establishing and maintaining key employer and industry stakeholder relationships in New York City, with a focus on sector-specific engagement strategies. This role develops and implements a strategic plan to build employer partnerships, identifies current and emerging labor market needs, and collaborates with PACE departments to connect opportunities to clients.
The Strategic Sector Lead acts as a labor market expert, developing pathways for skills training and pre-employment opportunities that prepare clients for available jobs while enhancing Fedcap's reputation as a results-driven employment partner.
The ideal candidate demonstrates strong operational expertise, attention to detail, and a commitment to working with at-risk and vulnerable populations, reflecting Fedcap's values of teamwork, collaboration, and innovation.
What You'll Do
  • Establish and maintain 15-20 strategic employer and stakeholder partnerships annually across NYC, focusing on high-demand sectors.
  • Lead engagement with 3 HRA-identified sectors, creating sector-specific pathways for skills training, pre-employment opportunities, and career advancement.
  • Maintain ongoing relationships with corporate-level employer contacts, ensuring Fedcap is recognized as a full-service employment partner.

Your Responsibilities Will Include
  • Developing a compelling employer offer including recruitment, screening, onboarding, vocational training, and interpersonal skills development.
  • Supporting internal teams (Career Advisors and Job Developers) with quarterly labor market trend reports and sector-specific workforce analysis.
  • Embedding employer-driven strategies that connect at least 70% of clients to high-demand roles within targeted sectors.

Monitoring and reporting on key performance indicators, including:
  • Number of employer partnerships established/maintained: 15-20 annually
    • Client placements in sector-aligned roles: 60%+ of trained/referred clients
    • Sector-specific training pathways developed: 3-5 annually
    • Employer satisfaction with Fedcap services: 90%+
  • Ensure consistency of Fedcap's employer offer across sectors, supporting department targets and budgeted outcomes.
  • Drive 50+ new employer opportunities annually through proactive relationship building and market research.
  • Expand commercial services to employers, increasing sustainable engagement and workforce pipelines.
  • Identify and implement strategies that generate measurable growth in client placements across high-demand sectors.

  • Supporting PACE departments by providing expert guidance and training on stakeholder engagement and best practices.
  • Facilitating sharing of sector insights and labor market trends to enhance internal capacity and performance.
  • Collaborating with the Employer Engagement Team to ensure alignment and efficiency across strategic initiatives.

You're A Great Fit if You Have:
Bachelor's degree or equivalent qualification or experience in Business Management, Project Management including strategic development and growth methodologies.
  • 5 years+ experience in Business Development or Sales.
  • Experience in workforce development is a plus
  • Knowledge of conducting Training Needs Analysis (TNA) and Organizational Needs Analysis (ONA) and translating employers' needs into the development and delivery of program services.
  • Sector-specific stakeholder relationship development experience in the workforce development, employment services and/or education and training fields.
  • Experience in positioning an organization's strategic and value-driven approach with key stakeholders in both the public and private sectors to build and maintain relationships.
  • Extensive market research and business development experience.
  • Experience leading a sales or business development team approach in a target-driven environment.

Compensation:
  • $66,300-$75,000 annually
