NOTE: Starting salary for this position is $27.52 per hour. Maximum salary will depend on the education/experience of the selected candidate
Performs mid-level complex work. Work involves supervising a crew, and participating in troubleshooting, diagnosing, repairing, and maintaining all aspects of the water distribution and wastewater collection systems in a safe, effective, and efficient manner to ensure public health and safety, while maintaining compliance with the Texas Commission on Environmental Quality (TCEQ) rules and regulations. This includes water and wastewater mains, services, pumps, valves, manholes, lift stations, meter installation and reading and related infrastructure. Crew Leader must be available to work overtime and be "Primary on Call" as assigned by supervisor. Works under minimal supervision with moderate latitude for the use of initiative and independent judgement.
Essential Duties & Required Qualifications
  • Evaluates daily work assignments, coordinating and delegating duties to subordinates as is necessary for timely completion of projects.
  • Operates heavy equipment, such as a maintainer, backhoe, sewer jet machine, bulldozer, spreader box, air compressor, or heavy truck as required and instructed.
  • Operates light equipment such as a tractor, mower, weed eater, shredder, or truck as required and instructed.
  • Prepares and maintains schedules for maintenance and repair of equipment.
  • Repairs and/or replaces water and sewer mains, valves, manholes, and fire hydrants.
  • Checks oil, water, fuel, tires, and hydraulic systems and performs other routine inspections to ensure vehicle is in proper working condition.
  • Installs new water and sewer taps and mains.
  • Cleans sewer lines.
  • Lifts heavy material and equipment.
  • Repairs and/or replaces leaking pipes.
  • Maintains inventory of materials needed.
  • May install drainpipes.
  • Perform confined space entry and operate hand-held hazardous gas detector.
  • Subject to after-hours call out for emergency situations including on-call rotation and special events.
  • Performs other duties as assigned.

Required Education and Experience
  • High school diploma or its equivalent.
  • Minimum of three years related work experience and/or technical training in construction, or water or wastewater utility operations field.

Required Certificates and Licenses
  • TCEQ Class "I" Collection License.
  • TCEQ Class "C" water distribution license.
  • Valid Class "B" Commercial Texas Driver's License at the time of hire or begin the process of obtaining it within six (6) months of hire date.
  • Must have a basic first aid certificate or the ability to obtain one within three (3) months of the hire date.
  • Must maintain appropriate licenses and certificates, once earned.
Preferred Qualifications
  • Associate's degree or higher from an accredited college or trade school in a closely related field.
  • Four years related work experience in construction, or water or wastewater utility operations field.
  • Experience working for a government entity such a city, state, or county.

Knowledge, Skills & Abilities
  • Ability to operate heavy (vehicular) construction equipment. Possess knowledge of the Texas Motor Vehicle code relating to operation of light and heavy motorized equipment and traffic control in construction zone procedures.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

  • Must be able to wear city provided uniform and city issued personal protective equipment, steel-toed leather boots, gloves, eye protection, head protection, safety vest, and ear protection.
  • Workers must be able to follow safety procedures and use safety equipment to ensure personal, public, and personnel safety.
  • Skill in operating assigned equipment tools and vehicles safely.
  • Ability to develop and maintain effective working relationships with City employees, the public, elected officials, and boards and commissions.
  • Ability to operate heavy (vehicular) construction equipment such as dump truck, bucket lift truck, trenchers, ventilating equipment, hydraulic equipment, hand and electric tools, jackhammer, sewer rodding machines, tapping machines, air compressor, pumps, signs and traffic signals, mowers, sandblasters, jet cleaners, motor grader, backhoe, chainsaw, shovel, two-way radio, telephone, computer, measuring devices, meters (pH, Dissolved O2, Chlorine).

Physical Demands & Additional Information
While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; explosives; risk of radiation and vibration. The City of Leander (employer) must comply with requirements for the FMCSA Drug and Alcohol Clearinghouse, including registration, pre-employment queries, annual limited and/or full queries, reporting of violations and refusals, handling violations, record-keeping and retention, and how to handle non-compliant drivers.
Regulated employers must register on the FMCSA Drug & Alcohol Clearinghouse for legal compliance under 49 CFR part 382, § 382.711.
When a driver refuses to give consent for the full search, or there is a delay in obtaining their specific consent of 24 hours or more following the limited search, the employer must remove them from all safety-sensitive duties until specific consent is obtained.
Under § 382.701(d) and 49 CFR Part 382, § 382.703(c), an employer can't allow any driver to continue in their safety-sensitive role if they have a violation reported in the Drug & Alcohol Clearinghouse until the employee completes an evaluation with an approved Substance Abuse Professional (SAP) and all education and treatment the SAP recommends, is cleared for the return-to-duty process and submits a negative RTD test.
If an applicant refuses to provide specific consent for a full query of the FMCSA Clearinghouse, they will not be employed.
If a current employee refuses to provide consent, they will immediately removed them from their safety-sensitive role.
If the current CDL driver employee refuses to register in the Clearinghouse when a limited query returns a violation, the employer will likely terminate their employment because of their inability to perform the legally mandated full query.
