Position Overview
The Program Construction Strategy Manager is responsible for overseeing a program of construction projects - typically a large capital portfolio, multi-site rollout, or multi-phase development for a specific onshore or offshore EPC product - ensuring all projects align with strategic objectives, budgets, schedules, safety standards, and quality expectations. This role goes beyond individual project construction management and focuses on program-level coordination, governance, and integration across multiple initiatives. This role ensures the safe, cost-effective, and schedule-driven execution by optimizing delivery models, construction methodologies, contractor strategies, and risk mitigation plans across the EPC lifecycle, from FEED through commissioning for the entire program of construction projects.
Key Responsibilities
  • Develop and maintain the overarching construction strategy for multi-year, multi-site programs (for specific EPU onshore and offshore products).
  • Align construction program objectives with overall project, portfolio, and organizational goals.
  • Establish construction governance processes, execution frameworks, work breakdown structures, reporting structures, program controls, and delivery models to ensure consistent execution.
  • Lead development and reviews of construction sequencing, modularization strategies, construction readiness plans, stage-gate processes, long-range resource plans, and site logistics plans.
  • Conduct risk assessments and implement mitigation strategies for schedule, cost, constructability, and supply chain risks (as well lead issue escalation as required to ensure risks addressed).
  • Coordinate with EPC contractors to ensure compliance with construction strategy, standards, and safety requirements.
  • Drive continuous improvement initiatives (from lessons learned) that promote standardization, maximize prefabrication, realize lean construction, and demonstrate digital field execution.
  • Manage budgets, schedules, risks, and resources across all projects within the program, including overarching program budget and financial forecasts.
  • Review project milestones, deliverables, and progress to ensure alignment with program goals. As well, implement schedule integration, ensuring all project timelines align with overall program milestones.
  • Provide technical and strategic guidance to project managers, construction managers, and contractors.
  • Define optimal EPC delivery strategies aligned with project scope, location, and risk profile.
  • Develop and manage program-specific performance and productivity benchmarks.
  • Evaluate contractor capabilities for offshore and onshore scopes.
  • Provide strategic input to executive leadership and project directors.
  • Align EPC execution plans with HSE, quality, and regulatory requirements.
  • Establish standardized EPC construction frameworks, playbooks, and execution benchmarks.
  • Support implementation of digital tools (4D/5D planning, BIM, offshore simulation tools).

Qualifications
  • Bachelor of Science degree in Construction Management, Engineering, or related discipline (Master of Science degree preferred).
  • 10 - 15 years of construction management experience, including large capital projects or multi-site portfolios for onshore or offshore projects.
  • Experience with program management methodologies and construction lifecycle processes.
  • Strong knowledge of EPC contracting models over general contractors or self-perform over multiple scope subcontractors.
  • Experience with modularization and fabrication yard execution.

The employee must be able to perform the essential functions of the position, which include:
  • Stand and walk for extended periods (up to 8-12 hours per shift) on uneven terrain
  • Climb ladders, stairs, scaffolding, and work at varying heights
  • Frequently bend, kneel, stoop, crouch, and crawl
  • Lift, carry, push, and/or pull up to 50 pounds occasionally and 25 pounds frequently
  • Perform repetitive movements involving hands and arms
  • Use hand tools, power tools, and site equipment safely
  • Maintain balance while working on elevated or uneven surfaces
  • Work outdoors in varying weather conditions (heat, cold, rain, wind)
  • Tolerate exposure to dust, noise, vibrations, and construction materials
  • Wear required Personal Protective Equipment (PPE), including hard hat, safety boots, high-visibility clothing, gloves, and eye protection
  • Respond quickly to site alarms, verbal warnings, and changing site conditions.
