Job description

Basic Purpose
This position will be responsible for providing training to NV Energy Gas personnel, gas approved contractors and emergency responders in various gas related tasks and skills. Ensures all employees and approved contractors maintain certifications and qualifications following the NV Energy Operations and Maintenance Manual and the NV Energy Operator Qualification Plan. Coordinates activities required for the construction, operation, and maintenance of the company's natural gas distribution system. Directs gas personnel and works with other departments, customers, contractors, city, county and state agencies, and other underground utility companies.  Provides leadership during emergencies.

Essential Education, Skills, and Environment
Education and Work Experience
Bachelor's Degree in a related field from an accredited school (or) journeyman and five years of related work experience.  

Candidates that do not possess a bachelor's degree or journeyman must have a minimum of nine years of related work experience.

Specialized Knowledge and Skills
Demonstrated knowledge of:

  • Construction, operation and maintenance of the natural gas distribution systems including safety rules.
  • Gas Operations and Maintenance Manual, Gas Operations Emergency Plan, DOT regulations pertaining to gas transmission and distribution, OSHA rules and requirements pertaining to gas system construction, operation, and maintenance, and Gas Standards Volume 15.
  • Collective bargaining agreement

Demonstrated skills such as:

  • Analytical, interpersonal and communication
  • Managing multiple vendor contracts

Equipment and Applications
PCs, word processing, spreadsheet and database software.  

Work Environment and Physical Demands
General office environment with some field work for supervision and emergency response.

This position is regulated by the Department of Transportation (DOT) under the Pipeline and Hazardous Materials Safety Administration (PHMSA).  Any applicant/employee who will perform on a pipeline, an operating, maintenance, or emergency response function regulated by Part 192, 193, or 195, will be subject to drug and alcohol testing under the Company's PHMSA drug and alcohol testing programs.  Any employment, transfer, or promotion offer made for this position is contingent upon taking and passing a drug test prior to the commencement of the new role.  If an applicant/employee fails the drug test, any offer of employment, transfer, or promotion will be revoked.

NOTE:
Depending on qualifications of applicants, this position may be filled at a lower level than that which is posted such as Gas Administrator. 

Essential Duties and Responsibilities

  • Project management responsibilities to include the competitive bid process and contract assignment, the coordination and completion of projects on time, and within budget and scope. 
  • Oversees all aspects of projects, including setting deadlines, assigning responsibilities, and monitoring and summarizing progress of project. Prepares reports regarding status of project.
  • Directs represented gas distribution employees performing operations and maintenance, services or metering functions. 

  • Provides guidance and clarification for service problems, installations, construction issues or standards. 

  • Manages resources for day-to-day activities to ensure implementation and support of gas distribution operations. Coordinates daily and long term workload schedules. 

  • Promotes and implements continuous operational improvement through review of new technologies, metrics, sourcing of equipment, etc. Promotes efficiency, productivity, open communications, and good working relations within the department through proper and consistent application of company/department policies and the collective bargaining agreement.  

  • Ensures all safety rules and work practices are adhered to in the field by conducting regular field audits and implementing corrective actions where necessary.  Monitors field activities on a daily basis to ensure cost, quality, and schedule constraints are met and that work is done in compliance with contracts, drawings, specifications, applicable standards, policy, procedures, regulations, and customer requirements.

  • Coordinates regular safety meetings; ensuring personnel and/or contractors are fully trained through apprenticeships, on the job training programs, and other skills training as necessary. Stays current with gas standards. 
  • Provides guidance to distribution design regarding construction procedures, lead times on the installation of facilities, personnel availability for projects and technical advice on unusual work orders.  

  • Responds to customer, contractors and other department's inquiries and issues to provide customer service and support for gas distribution.  

  • Coordinates impacts to gas facilities impacted by road or drainage maintenance with local governmental agencies. Oversees underground utility locating contract. 

  • Provides leadership during emergency situations, requiring quick analysis and decision making combined with clear and concise direction to personnel to effectively address the situation as safely and quickly as possible. Supervises and leads field operations after normal working hours as a duty supervisor for emergencies and as outlined in the gas operations plan. 

  • Leads accounting projects and/or process improvements by identifying opportunities for improvement, developing new processes or policies and then implementing these processes or policies. 
  • Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.
  • Performs related duties as assigned.
