SUMMARY
Responsible for ensuring that Health & Nutrition Services are provided to all program children and families in accordance with Head Start Performance Standards and Federal EPSDT standards. Provide education on health and nutritional standards to staff, families, and children in the program. Responsible for the oversight of nutritional practices and standards of service in alignment with CACFP requirements including child meal planning. Embodies the Head Start mission statement, "Head Start promotes the school readiness of young children from low-income families by enhancing their cognitive, social, and emotional development", through research-based, high-quality comprehensive services.
REPORTING RELATIONSHIP
The Head Start Health & Nutrition Manager reports to the Head Start Director or designee.
QUALIFICATIONS/REQUIREMENTS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Must have regular, reliable and punctual attendance.
  2. Develops and reviews program policies, procedures, and systems in Health, Nutrition, and Safety service areas.
  3. Participates in and is responsible for program planning, ongoing monitoring, and record keeping and reporting; including data monitoring of all Head Start Performance Standards and State of Michigan Child Care Licensing Rules in relation to health, nutrition, and EPSDT requirements.
  4. Responsible for accessing immunization records from the health department and communicable disease reporting.
  5. Collaborates with community agencies and organizations to ensure health and nutrition services are utilized for program children and families.
  6. Collaborates with the community partners and the APS School Nurse.
  7. Facilitates new employee orientation and training as applicable to the position.
  8. Oversees direct health services for high-risk children and families. This includes health screenings, referrals, and case management services of medical, dental and nutritional concerns.
  9. Communicates directly with staff, children, and families, and collaborates with community partners, in relation to direct health needs affecting program children.
  10. Ensures the execution and accuracy of Health Care Plans for program children.
  11. Reviews all child health and nutrition forms, and creates corresponding health care plans as needed. Provides parent and staff education and support.
  12. Reviews Growth Assessments and provides follow up and support, working with parents and staff to respond to issues.
  13. Facilitates the Health and Mental Health Services Advisory Committee and Staff Wellness Committee.
  14. Coordinates classroom nutrition lessons to children and nutrition training to staff and parents.
  15. Develops program menus and ensures menu compliance in accordance with CACFP meal patterns and requirements.
  16. Ensures emergency preparedness for Head Start and Early Head Start locations.
  17. Plays an active role in annual and supplemental grant application preparation.
  18. Attend meetings and program functions, as assigned.
  19. Maintains positive relationships with staff, parents, program volunteers, and outside agencies.
  20. Develops and maintains working relationships with peers to promote a positive work culture.
  21. Participate in and provide support for the recruitment of eligible children and families to ensure continuous full enrollment.
  22. Actively assist the program in reaching non-federal share/match (in kind) goals, in accordance with federal guidelines.
  23. Maintains confidentiality.
  24. Follows all Program, Board, and Policy Council policies, procedures, state laws and regulations, Head Start Performance Standards, and Michigan Child Care Licensing rules.
  25. Performs other duties assigned by the Director.

SUPERVISORY RESPONSIBILITIES:
Supervises Department Assistant and Health and Nutrition Assistant. Is responsible for the overall direction, coordination and evaluation of the employees. Carries out responsibilities in accordance with the collective bargaining agreements and the district's policies and procedures.
REQUIRED EDUCATION and/or EXPERIENCE
  1. Bachelors in Health, Health Education, Healthcare Administration, Dietetics, Nutrition or Nursing
  2. Experience working with at risk populations, preferred.
  3. Bilingual (English/Spanish), preferred.
  4. Two years' experience in a supervisory position.

OTHER SKILLS and ABILITIES
Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with students, staff and the community. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all district requirements and Board of Education policies.
Knowledge, skill and ability in the use of e-mail, internet, PowerPoint, spreadsheets and word-processing.
