Job Description

ProSidian Seeks a Nuclear Safety Basis Specialist (SCA Code: -) in CONUS - Mid Atlantic Washington Metropolitan Area (Northern Virginia | Washington DC | Maryland) to support an engagement for a cabinet-level department of the US Govt. concerned with the US' policies regarding energy and safety in handling nuclear material.  The Agency's Office of Enterprise Assessment (EA) provides leadership and Senior Managers with an independent assessment of the effectiveness of the Agency's policies and site performance in the areas of safeguards and security, cyber security, emergency management, environment, safety, health, and other critical functions as directed by the Secretary.  As the Agency Program Management Improvement Officer (PMIO), the EA Office supports priorities for maintaining a safe, secure and effective nuclear deterrent and reducing the threat of nuclear proliferation, overseeing the US' energy supply, carrying out the environmental clean-up from the Cold War nuclear mission, and supporting The Agency's 17 National Laboratories. 

The ProSidian Engagement Team Members work to provide technical and administrative support a "check and balance" function by objectively: 1) observing and reporting on the performance of Federal and contractor organizations' implementation of security and safety policies and programs, 2) applying enforcement actions to contractor organizations for poor performance in adhering to legally enforceable security and safety requirements, and 3) developing and delivering security and safety training programs that reflect best practices and lessons learned from EA independent assessments to enhance workforce performance.  This includes technical expertise to perform the effort for a full scope of oversight program and support activities for the enforcement and training programs in the areas of safeguards and security; cyber security; emergency management; and environment, safety, and health; as well as general and cross- cutting support.

This is a Engagement Team addition to the project.  Nuclear Safety Basis Specialist Candidates shall work to support requirements for CLIN 1000: Management And Technical Crosscutting Activities (Time And Materials (T&M)) [For Activities Related To General And Cross-Cutting Support]

Qualifications

The Nuclear Safety Basis Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

Education:  For a position where a Bachelor's degree is required, a Master's degree can substitute for five years of relevant commercial or government experience.  A degree must be from an accredited college or university.  Applicant must possess at least a Bachelor's degree from an accredited university or college, in such fields as an engineering discipline, chemistry, physics, or health physics. 

Experience:  Applicant must have at least 15 years of relevant DOE nuclear facility, navy nuclear or commercial nuclear experience, which includes at least 10 years of experience applying nuclear safety analysis principles to nuclear facilities and at least 5 years of experience in conducting appraisals. 

Applicant must demonstrate expert knowledge in the application of management assessments, independent assessments, performance metrics, and operating experience to nuclear facilities with a wide range of missions and lifecycle stages including design, construction, research, operations, manufacturing, decontamination and decommissioning, and environmental remediation.  Applicant must demonstrate a broad working knowledge of environment, safety, and health programs. 

Applicant must be a recognized technical authority in design, construction, and operation of high-value Hazard Category 1, 2, and 3 nuclear facilities, specifically serving as a senior authorization basis technical advisor and expert in nuclear facility hazard control systems at Agency facilities.  Applicant must have experience functioning in a wide variety of roles that range from safety basis review lead to principal staff member for authorization basis work for a number of Agency offices. 

Applicant must demonstrate expert knowledge in nuclear facility engineered safety systems, including Agency design requirements, systems engineering, design code of record, documented safety analysis (DSA), safety in design processes, hazards identification and analysis, hazard control selection, accident analysis, safety system engineering, technical safety requirement (TSR) development, risk management, systems interactions, unreviewed safety question process, preventive and corrective maintenance, inspections, and configuration control requirements. 

The applicant must have expert knowledge in the development of safety design strategy; conceptual safety design reports; Preliminary DSA, DSA, TSR and Safety Evaluation Reports (SER); as well as experience in design and evaluation of nuclear facility engineered safety systems such as primary confinement systems, ventilation systems, fire protection systems, emergency power, and associated instrument and control equipment. 

The applicant must demonstrate the ability to evaluate a wide range of Agency nuclear facilities and the application of safety system requirements, specific administrative controls, and plans, systems, and procedures sufficient to evaluate compliance with regulations, Agency orders, Codes of Record and national consensus standards for the facility documented safety basis.  Applicant must have working knowledge of Agency's nuclear safety basis requirements and practical application of 10 CFR part 830 and part 830 safe harbor methodologies, as well as DOE-STD-1189, DOE-STD-1186, DOE-STD-1104, and Agency-STD- 1027. 

Applicant must have detailed knowledge of the Agency Missions, sites, facilities, operations, and organizational roles and responsibilities.  Applicant must have a good understanding of Agency mission objectives and an ability to help line management identify solutions to complex problems.  Applicant must have a demonstrated ability to develop effective and concise reports and presentations (verbal and written) that are understandable to a senior management audience.  The position requires an individual with excellent oral and written communications skills, and a proven ability to meet deadlines and perform under pressure in an uncertain environment and with changing schedules.
