Job Summary/Purpose
Procurement Engineering Specialists (PESs) establish the technical and quality requirements (T&Qs) for all materials, parts and, upon request, contracts as designated under the Entergy Nuclear Quality Assurance Program. This is a high percentage of all items procured and contracts issued for Entergy's nuclear plants. The PES's job is to assess the procurement request and specify the requirements that must be satisfied to ensure the license basis, code requirements, regulatory commitments, etc. are met.
The Procurement Engineering Specialist (PES) is a position where the employee is expected to acquire the required operating qualifications and demonstrate the basic skills to perform the twenty-six (26) different types of procurement engineering evaluations (PE Evals). The PE Eval is the primary work product for the PESs.
PES qualifications are obtained by completing two programs during the first year of employment. These two programs are completed concurrently:
- Engineering Support Personnel (ESP) qualification: The ESP program consists of numerous training modules covering a wide range of topics important to all engineers working in the nuclear industry (e.g., Role of the Nuclear Power Plant Engineer, Basic Nuclear Physics and Reactor Theory, Reactor Core Protection, Properties of Reactor Plant Materials, Configuration Management, Records Management, Corrective Action Program, etc.)
- Procurement Engineer Qualification: The PE Qualification program is primarily an on-the-job training program where the employee is assigned a mentor. The qualification card requires specific knowledge, skills and abilities be obtained by the employee. During this training, the employee will perform PE Evals with a qualified co-preparer under strict adherence to Entergy's policies, procedures, and job aids. Upon demonstrating proficiency in each topic, the mentor certifies completion by signing the qualification card (examples of processes include procurement technical evaluations, parts classification, commercial grade dedication, item equivalency evaluation, addressing obsolete items, performing technical reviews (2nd level) of PE Evals performed by others, etc.)
After qualification, the PES will perform PE Evals, many of which require technical review (2nd level) and some requiring supervisory approval (3rd level) as defined by procedures. During this post-qualification phase, the requirement is for the PES to demonstrate proficiency (i.e., quality and productivity).
Key interfaces for this position include both internal and external stakeholders. Common internal stakeholders include Procurement Specialists (i.e., materials buyers), Receipt Inspectors, Planners, Design Engineers, Project Managers, etc. Common external stakeholders include vendors, regulators, industry groups, etc.
Job Duties/Responsibilities
Safety/Human Performance:
Actively promote strong safety behaviors and ensure the team always puts safety first; Utilize key tools, programs, and proactive field visits to ensure standards and behaviors; Monitor and influence suppliers to proactively identify any safety concerns.
Incident Response:
- Perform emergency role duties as assigned through the Storm Assignment Management System (SAMS) and/or the nuclear Emergency Response Organization (ERO).
- Process and Reporting Compliance, ensure all requirements for savings, diversity, document retention, and other areas of compliance are met.
Work Processes:
- Complete/maintain qualification and perform assigned emergency response role:
- If work location is a nuclear plant site, employee will be assigned an Emergency Response Organization role (i.e., "ERO" assignment);
- If work location is Headquarters (HQN), employee may be assigned a Storm Response role;
- Perform assigned general tasks to support PES team (e.g., administration, scheduling, meeting organization, performance metrics, etc.);
- Perform as team member on special projects as assigned (e.g., root cause analysis, resolution of significant issues, etc.);
Post qualification:
- Act as on-call PES (rotational).
- Screen PE Eval requests, obtain additional information as required and determine type of PE Eval (i.e., Root Cause) required.
- Research relevant documentation resources (drawings, calculations, specifications, etc.) to determine relevant requirements and specifications for procurement of item or service.
- Perform PE Eval including all requirements and document disposition (i.e., conclusions) in required format and understandable to another qualified PES.
- Working with Procurement Specialists, Receipt Inspector and the chosen vendor, resolve PES-related vendor exceptions to the Purchase Order
- Upon request, work with Contract Specialists and Contract Manager, resolve PES-related quality requirement issues during the contract development/award process (for services)
- Capture and document cost-savings/efficiency-improvement opportunities identified during the PE Eval process.
Value Creation:
- Complete basic PE Evals that ensure appropriate technical and quality requirements are included in all related Purchase Orders (i.e., used for procurement of materials and parts).
- Complete PE Evals for Item Equivalency Evaluations (IEEs), as applicable to procedures, that ensure alternate replacement items are technically evaluated for use in systems or components.
- Complete PE Evals for Commercial Grade Dedication (CGD), as applicable to procedures, that authorize the use of commercially procured items in Safety-Related applications through the use of the commercial grade dedication process.
Partnership/Relationships:
- Develop and maintain relationships with internal and external stakeholders to ensure PE is addressing needs proactively and in the most beneficial way for Entergy.
- Establish/maintain professional relationships with suppliers/partners, based on the highest ethical business practices in the Standards of Conduct and Integrity, and Entergy's Policies.
Communications:
- Aware of role as a Procurement Engineering point of contact with stakeholders.
- Maintain open communications between stakeholders and within Engineering to ensure that prompt, accurate, and complete information is provided.
Minimum Requirements
Minimum education required of the position.
Bachelor's degree in Electrical engineering or other scientific discipline, or related experience (see below for definition of related experience).
Minimum experience required of the position.
- Procurement Engineering Specialist, II: 1+ years of procurement engineering experience, or equivalent, OR in lieu of a degree, minimum 5+ years of equivalent related experience.
- Procurement Engineering Specialist III: 3+ years of procurement engineering experience, or equivalent, OR in lieu of a degree, minimum 7+ years of equivalent related experience
- Procurement Engineering Specialist, Senior: 6+ years of procurement engineering experience, or equivalent, with at least four (4) years supporting the nuclear energy industry OR in lieu of a degree, minimum 10+ years of equivalent related experience.
- Procurement Engineering Specialist, Senior Lead: 8+ years of procurement engineering experience, or equivalent, with at least six (6) years supporting the nuclear energy industry OR in lieu of a degree, minimum 12+ years of equivalent related experience.
Minimum knowledge, skills and abilities required of the position.
Technical
- Understanding of Procurement Engineering and its role in procurement and Entergy operations;
Familiarity with the various types and functions of in-discipline items (i.e., electrical/I&C, mechanical, civil/structural components, parts, and materials) used in power plants. - Quantitative/analytical skills with the ability to analyze technical data, provide meaningful insights and report results.
