Kleinfelder, Inc. is seeking an ASNT SNT-TC-1A NDT Level II Technician to support quality assurance and verification (QA/V) inspection and testing of materials and structural components for major transportation infrastructure projects. You will perform nondestructive testing of structural steel weldments and related materials at fabrication shops, manufacturing facilities, and field sites, working under the technical direction of the program's ASNT NDT Level III and the Consultant Task Order Manager.
Key Responsibilities
  • Provide ASNT SNT-TC-1A Level II nondestructive testing services in assigned methods, including Ultrasonic Testing (UT), Radiographic Testing (RT) including Digital Radiographic Testing (Digital RT) is a plus, Penetrant Testing (PT), and Magnetic Particle Testing (MT).
  • Set up and calibrate NDT equipment, conduct tests, and interpret, evaluate, and document results for acceptance in accordance with approved written procedures and the company written practice.
  • Perform NDT of structural steel weldments and other materials in accordance with AWS D1.5 (Bridge Welding Code), AWS D1.1, and applicable contract specifications, including Fracture Critical Member (FCM) provisions of AWS D1.5-10 Section 12.
  • Conduct Phased Array Ultrasonic Testing (PAUT) in accordance with AWS D1.5 Annex K4.2, as assigned.
  • Perform material source inspection, shop and plant inspections, and field inspection and testing for QA/V; sample and test materials for verification and acceptance.
  • Travel to job sites, fabrication shops, and manufacturing facilities to verify that adequate quality assurance measures are employed and that work complies with project requirements.
  • Prepare clear, accurate records, calculations, reports, and correspondence related to inspection and testing activities, and submit inspection reports in a timely manner.
  • Maintain test equipment in good working order, calibrated in accordance with American Welding Society (AWS) requirements or other relevant organizations as deemed necessary by Caltrans; maintain calibration records for submittal upon request.
  • Maintain awareness of safety and health requirements and comply with applicable Departmental, State, Federal, site-specific, and contract provisions for the protection of the public and project personnel.
  • Wear required personal protective equipment at all times while working in the field, including hard-soled safety footwear, white hard hat, eye protection, hearing protection, and approved safety vest; complete all required safety training.
  • Support the ASNT NDT Level III with training, qualification, and technical documentation activities under the company written practice as requested.

Required Qualifications
  • Current ASNT SNT-TC-1A NDT Level II certification in at least two (2) of the following disciplines: Ultrasonic Testing (UT), Radiographic Testing (RT) including Digital Radiographic Testing (Digital RT) is a plus, Magnetic Particle Testing (MT), and Dye Penetrant Testing (PT).
  • Minimum one (1) year of NDT experience.
  • Ability to provide copies of current ASNT TC-1A Level II certifications upon hire; certifications must be submittable to the client as an attachment to the SF330 (Architect-Engineer Qualification Form).
  • Demonstrated knowledge of fasteners and fastener installation requirements, with at least one (1) year of experience.
  • Working knowledge of AWS D1.5 Bridge Welding Code, including Fracture Critical Member (FCM) requirements.
  • Ability to read and interpret structural plans, shop drawings, welding procedure specifications, and contract special provisions.
  • Strong written and verbal communication skills; proficiency preparing inspection reports and technical documentation.
  • Significant experience in work involving similar transportation facilities on at least two (2) previous projects.
  • Current California Driver's License and current certification of Defensive Driving Training (or ability to obtain prior to assignment); willingness to travel to fabrication shops, plants, and project sites.
  • Ability to work in shop and field environments (standing, climbing, lifting up to [XX] lbs, working at heights as needed).
  • Eligibility for client approval prior to assignment: resume and copies of current certifications will be submitted to the client for review, and the client may request an interview. Assignment to Task Order work is contingent on client written approval.
  • Must not be employed by any construction contractor working on projects covered by the agreement (conflict of interest restriction).
  • Willingness to sign a confidentiality and nondisclosure agreement and to complete information security and privacy awareness training annually.

Preferred Qualifications
  • ASNT SNT-TC-1A NDT Level II certification in three (3) or more methods, up to all four (UT, RT/Digital RT, MT, PT).
  • Phased Array Ultrasonic Testing (PAUT) experience in accordance with AWS D1.5 Annex K4.2 is a plus.
  • Digital Radiographic Testing (Digital RT) certification / experience is a plus.
  • Experience performing quality assurance/verification (QA/V) or source inspection services for Caltrans Materials Engineering and Testing Services (METS) or a similar state DOT materials inspection program.
  • Familiarity with Caltrans Standard Specifications, structural materials acceptance requirements, and source inspection documentation and reporting practices.
  • Experience performing shop inspection at structural steel fabrication facilities including review of fabricator Quality Control Plans and Non-Destructive Testing Plans.
  • Current AWS Certified Welding Inspector (CWI) per AWS QC-1.
  • Current Precast/Prestressed Concrete Institute (PCI) Quality Control Inspector/Technician, Level II certification is a plus.
  • Experience supporting state DOT Quality Assurance and Source Inspection programs, including coordination with oversight engineers, fabricators, and project delivery teams under task order contracts.
  • Experience working on bridge and major transportation structure projects in California.

Location & Travel
  • Work supports Caltrans Division of Engineering Services, Materials Engineering and Testing Services (METS), Office of Quality Assurance and Source Inspection (OQASI), for projects throughout Caltrans Districts 7, 8, 9, 11, and 12 (Southern California).
  • Assignments are issued by Task Order and performed at structural steel fabrication facilities, manufacturing and supplier plants, testing laboratories, Caltrans facilities, and project field sites.
  • Staff are expected to report to the Caltrans office in Santa Fe Springs, California for meetings, submittal reviews, and inspection reports.
  • Source inspection activities may take place beyond district boundaries, including out-of-state travel and, if needed, international assignments; overnight travel is required.
  • Work must begin within two (2) working days after issuance of a Notice to Proceed, and some assignments may require mobilization within 24 hours of notification.
  • Normal workweek is forty (40) hours, Monday through Friday 8 a.m. to 5 p.m. or any combination of five (5) consecutive days, which may include Saturday and/or Sunday. Night work may be required on projects involving high traffic areas.
  • Work is performed in both shop and field environments, including active construction sites and fabrication facilities, in varying weather and noise conditions.

Following an offer, candidates will be required to satisfactorily complete employment reference checks, verification of professional licensure and/or educational credentials, a motor vehicle report (MVR), and a comprehensive background check.
