DESCRIPTION OF WORK

This position plays a key role in supporting statewide efforts to expand contracting opportunities for small, small diverse, and veteran-owned businesses. It blends data analysis, vendor support, and policy review to strengthen equitable participation. As a Small Business Analyst, you will perform the following duties:

  • Goal Setting Analysis: Review contract scopes, estimates, and historical spend to identify and refine participation opportunities
  • Vendor Support: Provide guidance to businesses on certifications, documentation, and navigating the contracting process
  • Responsiveness Reviews: Evaluate subcontractor plans and waiver requests to determine compliance with established requirements
  • Data Management: Maintain accurate tracking systems and ensure the integrity of procurement and certification information
  • Outreach Engagement: Participate in training sessions and events to encourage broader involvement from small and diverse businesses
  • Policy Application: Interpret procurement laws and regulations to support fair and consistent decision making

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.
