Job description

Job Title: Volunteer Rehab Member
Harris County Emergency Services District No. 48 ("HCESD No. 48" or the "District") is seeking applicants for the position of Volunteer Rehab Member.
HCESD No. 48 is a combination of Fire and Emergency Medical Services ("EMS") District, providing services to residents of HCESD No. 48 and Fort Bend County Emergency Services District No. 1. Our service area is twenty-nine (29) square miles located on the west side of Harris County, between the cities of Houston and Katy, Texas. The population is approximately 150,000 persons. HCESD No. 48 responded to over fifteen thousand (15,000) Fire and EMS incidents in 2022.
The Volunteer Rehab Member is an At-Will position and serves at the discretion of the Fire Chief and the HCESD No. 48 Board of Commissioners.
The Volunteer Rehab Member shall:
  1. Perform all duties assigned by a Superior Officer or Supervisor.
  2. Be familiar with all matters contained in the Policies and Standard Operating Guidelines of the District.
  3. Have a working knowledge of the operation of the apparatus, tools, and equipment assigned to Rehab.
  4. Know the major thoroughfares within the District response territory.
  5. Maintain his/her physical and mental health so he/she may perform the duties assigned to him/her.
  6. Possess knowledge of:
    1. Cardiopulmonary Resuscitation ("CPR") and first aid.
    2. Public relations.
    3. Personal Protective Equipment ("PPE").
  7. Be courteous and helpful in his/her relations with the public, other District personnel, and with Superior Officers.
  8. Wear the District uniform only as described by the District Uniform Policy.
  9. Refer all official matters relating to the District to or through his/her immediate Supervisor.
  10. Regularly read District emails for the latest information.
  11. Usually drives his/her personal vehicle to incidents. A Volunteer Rehab Member who drives himself/ herself to an incident is required to have auto liability insurance. Proof of insurance must be provided to the District before the start date.

Volunteer Rehab Member Requirements:
  1. Pass the pre-employment drug and alcohol tests.
  2. Successfully complete NIMS 100, 200, 700, and 800, and any other certifications deemed necessary by the District.
  3. Successfully complete the probationary six (6) month period.
  4. Maintain current CPR certification.
  5. Sign-up for at least five (5) twelve (12) hour shifts per month, and timely respond to all incidents if dispatched while on shift.
  6. Respond to all Box Alarms within the District, if available.
  7. Utilize the "Active 911" phone app for emergency notifications.
  8. Attend at least one (1) monthly Rehab meeting per quarter.
  9. Possess and maintain a current Texas Class C or higher-level Driver's License, Texas Identification Card, or Active-Duty Military Identification Card (associated with an out-of-state driver's license).
  10. Any Rehab Member who at any time will drive a District vehicle shall successfully complete both the classroom and the driving portions of the District EVOC course with the District Suppression Training Division.
