Job description

CLEARANCE REQUIRED: Active TS/SCI

This job is located in Springfield, VA at NGA

QSL is looking for a Cartographic Analyst to support the mission of the Maritime Safety Office (SFH). These personnel shall be proficient to working in a dynamic, fast pace, team environment supporting critical Maritime GEOINT activities through their GEOINT domain expertise, effective communication skills - written, oral, and the building and delivering effective PowerPoint based presentations. The ability to manage multiple time constrained projects is critical to success. The contractor shall be required to perform an independent quality review on all completed products prior to final submission to the NGA POC.

Required Education and Experience

  • 3 to 10 years of cartographic finishing and feature extraction related experience.
  • Understanding of several NGA products such as Controlled Image Base (CIBI), Topographic Line Maps (TLMs), Multi­ national Geospatial Co-production Program (MGCP) products, MGCP Derived Graphics (MDG), Digital Terrain Elevation Data (DTED), Shuttle Radar Topography Mission (SRTM), National Technical Means (NTMD) in boundary recovery processes, including data retrieval and storage.
  • Familiar with data conversion tools, such as FME, ESRI extract, transform, and ETL tools, or similar software extensions.
  • Demonstrated experience with Map finishing Automation tools such as Cartographic Web Services (CWS), Digital Cartographic Studio (DCS), and Enterprise Product on i' Demand Services (ePODS).
  • Knowledge of feature data extraction and attribution process.
  • Knowledge of ESRI ArcGIS and PLTS
  • Knowledge of geospatial database content management.
  • Knowledge of basic coordinate systems (latitude and longitude, UTM)
  • Knowledge of projections and their properties
  • Knowledge of symbolization rules (how symbols are used to portray features) Demonstrated ability to collect data from rasterized sources including the proper rectifying of the source if so required.
  • Experience working with geospatial data in a multi-user enterprise environment.
  • Proficient in MS Outlook, Word, PowerPoint, Access and Excel.

Preferred Education and Experience:

  • Experience in creating shapefiles, geodatabases, and features.
  • Knowledgeable in cartographic finishing techniques.
  • Demonstrated ability to export data in multiple formats, predominantly standard MILSPEC as well as shapefiles.
  • Knowledge of generalization rules.
  • Demonstrated ability to use imagery for the purposes of nautical chart compilation.
