Enrollment Specialist

The Enrollment Specialist is responsible for administering and maintaining the official membership records of the Yerington Paiute Tribe by receiving, reviewing, processing, and maintaining enrollment applications in accordance with Tribal law, policy, and applicable federal regulations. This position ensures the integrity and confidentiality of Tribal membership records, coordinates enrollment activities with the Enrollment Committee and Tribal Council and maintains required reporting to the Bureau of Indian Affairs (BIA). The Enrollment Specialist also administers the Bureau of Indian Affairs Housing Improvement Program (HIP), manages the Tribe's website and social media platforms, publishes the Tribal newsletter, oversees the Tribal Veterans Registry and Veterans Wall, and provides administrative support to Tribal departments and community members.

Responsibilities:

  • Manage the daily operations of the Tribal Enrollment Office.
  • Receive, review, verify, process, and maintain Tribal enrollment applications and records.
  • Verify family lineage, blood quantum, and eligibility for Tribal membership in accordance with Tribal law and policy.
  • Prepare enrollment applications and supporting documentation for Enrollment Committee review and Tribal Council action.
  • Coordinate Enrollment Committee meetings, prepare agendas, maintain records, and record meeting minutes.
  • Maintain regular communication with the Enrollment Committee Chairperson regarding enrollment matters.
  • Maintain the confidentiality, security, and integrity of all Tribal enrollment records.
  • Enter approved enrollment actions into the Tribe's enrollment database and maintain accurate membership records.
  • Update enrollment records for births, deaths, relinquishments, address changes, and other membership information.
  • Issue Tribal Enrollment Cards, Certificates of Indian Blood (CIBs), and employee identification badges.
  • Maintain current Tribal member contact information and publish monthly "Whereabouts Unknown" notices.
  • Prepare and submit required reports to the Bureau of Indian Affairs regarding new enrollments, relinquishments, and deceased Tribal members.
  • Coordinate probate reporting and documentation for deceased Tribal members.
  • Administer the Bureau of Indian Affairs Housing Improvement Program (HIP), including assisting applicants, coordinating with homeowners, contractors, and the BIA Regional Housing Office, and maintaining program records.
  • Create, edit, and publish the Tribe's monthly newsletter.
  • Manage and maintain the Tribe's official website, ensuring information is current, accurate, and accessible.
  • Develop, update, and monitor the Tribe's official social media platforms.
  • Design and distribute flyers, announcements, and promotional materials for Tribal departments, programs, and community events.
  • Maintain community bulletin boards and electronically distribute notices to Tribal departments and enterprises.
  • Develop, maintain, and safeguard a confidential registry of Yerington Paiute Tribe Veterans, including collecting, verifying, and securely maintaining DD Form 214 (Certificate of Release or Discharge from Active Duty) and other supporting military documentation.
  • Maintain and regularly update the Tribe's Veterans Wall to accurately recognize and honor Tribal Veterans.
  • Coordinate with Tribal Veterans, family members, Tribal departments, and outside agencies, as appropriate, to verify military service information and assist with veteran recognition initiatives and special events.
  • Provide excellent customer service to Tribal members, visitors, and partner agencies.
  • Answer and appropriately route incoming telephone calls.
  • Assist with Tax Exempt forms and related administrative functions as needed.
  • Perform all other duties as assigned.

Knowledge, Skills and Abilities:

  • Knowledge of Tribal enrollment procedures, membership records, and confidentiality requirements.
  • Knowledge of Bureau of Indian Affairs regulations and Housing Improvement Program (HIP) guidelines preferred.
  • Knowledge of records management, office administration, and document control procedures.
  • Knowledge of military service documentation, including DD Form 214, and the ability to maintain confidential veteran records.
  • Ability to interpret Tribal ordinances, policies, and applicable federal regulations.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive information.
  • Ability to organize, maintain, and accurately update enrollment and veteran records.
  • Ability to create newsletters, flyers, website content, social media posts, and other informational materials.
  • Ability to prioritize multiple assignments, meet deadlines, and work independently with minimal supervision.
  • Strong customer service skills with the ability to communicate professionally with Tribal members, employees, outside agencies, and the public.
  • Proficiency in Microsoft Office Suite, database management software, website content management systems, social media platforms, and general office equipment.
  • Ability to work cooperatively as a member of a team while exercising initiative and independent judgment.
  • Ability to type a minimum of 55 words per minute preferred.

Qualifications:

  • High School Diploma or GED required.
  • Associate's degree in business administration, Public Administration, Records Management, Communications, or a related field preferred.
  • Or an equivalent combination of education, training, and progressively responsible experience may be substituted for the preferred education requirements.
  • Two (2) years of experience in enrollment administration, records management, office administration, communications, public relations, or a closely related field preferred.
  • Experience of working with confidential records and databases preferred.
  • Proficiency with Microsoft Word, Excel, Outlook, database software, website management, and general office equipment.
  • Must possess or be able to obtain a valid Nevada Driver's License.
  • Must successfully pass a pre-employment drug screening and background investigation in accordance with Tribal policy.
