DR-0850-01:
  • With minimal guidance, either individually or as part of a multi- disciplinary team, scopes, tasks and performs complex, accurate, and technically rigorous physics model-based analysis of adversary components, nodes, networks and/or systems based on multiple structured and unstructured intelligence datasets to produce targeting solutions in support of planning and operational requirements.
  • Develops representative electrical network/system characterizations and mathematical models using appropriate methods to fill information shortfalls/ensure optimal depiction of real world with support from senior personnel. Identifies critical elements/vulnerabilities, prioritizes targets for engagement to meet specific objectives, and provides qualitative and/or quantitative estimations of effectiveness of recommended engagement options for review.
  • Prepares timely, relevant, and technically accurate targeting products with some oversight. Develops quantitative modeling skills utilizing existing electric power engineering modeling and simulation tools. Stays abreast of community/ academic advancements. Uses critical thinking and creative problem solving to adapt existing methods and tools and/or develop innovative approaches to improve ability to meet requirements/ enhance operational utility.
  • Provides requirements, develops, and assesses the capability and performance of established and/or improved analytic methods, models, techniques, and tools for team review. Incumbent works with the supervisor to develop deadlines, projects, and other work assignments. Presents routine information in a clear and timely manner. Supports the development of others through teaching, mentoring, sharing knowledge and incorporating feedback.

DR-0850-02:
  • Performs professional engineering targeting and effects assessment analysis of systems, nodes and components using scientific and/or electrical engineering methods, computer models, standard operating practices, and related tools in support of joint planning, training, exercises and operations. Conducts experiments/investigations to develop further understanding of unproven concepts or phenomena; to formulate and validate hypothesis; and to develop new designs, techniques, or models.
  • Converts, adapts, and modifies existing methodologies and models to meet emerging requirements and enhance operational utility. Provides expertise to analysts, scientists, engineers, managers, contractors, and other collaborative agencies. Compiles final reports of analysis studies, experiments, methodologies, and technical evaluations presenting findings, conclusions, and recommendations in both oral and written forms.
  • Develops new/modifies existing quantitative methods, models, approaches, or scientific knowledge to solve electrical engineering challenges in experimental areas that enable the Command to develop new targeting solutions. Efforts involve appropriate technology areas and if needed, other organizations. Applies knowledge of science/engineering/technology to analyze and resolve multifaceted issues/problems with minimal guidance. Plans and carries out work that is well aligned with organizational goals. Uses critical thinking and originality in developing innovative approaches to define and resolve complex situations. Develops integration plans and executes Technical Point of Contact/financial duties for contract efforts, as required. Supports Cyber security requirements to ensure continued lab accreditation to include 8570 compliance and obtaining/maintaining at a minimum the Security Plus certification.
  • Provides information and effectively partners within and beyond own organizational unit to influence decisions or recommend solutions. Leads development and execution of projects to advance work unit mission. Generates key ideas and contributes technically to advance capability of command. Leads, mentors, and performs complex assignments within a team environment as the lead or key team member to improve capability of a technology area or address command initiatives.

IDEAL CANDIDATE:
In addition to the specialized experience statements above, the ideal candidate would have the following skills and experience:

-Ability to perform complex, accurate, and technically rigorous model-based analysis of electric power and supervisory control and data acquisition (SCADA) networks and associated components, nodes, and systems required to effectively operate power grids.
-Ability to produce targeting solutions in support of joint planning and operational requirements and to provide an environment in which capability developers can identify effective tools and methods.
-Knowledge of design and operation of electric power networks and nodes including
SCAD A, substations, transformers, transmission, distribution, and power plants.
-Ability to work as part of and/or lead multi-disciplinary analysis teams, performing the full range of project management responsibilities.
-Develops plans of action to include concept development, deliverable timelines, milestone schedules, solution assessments, and manpower and funding recommendations.
-Provides guidance to other analysts, scientists, engineers, managers, contractors, and other collaborative partners.
-Contributes to the development and documenting of new or improved EP/SCADA concepts, techniques, methods of analysis or processes.
-Provides accurate, technical expertise and guidance to other analysts, scientists, engineers, managers, contractors, and other collaborative partners as required.
-Develops innovative and useful approaches for improving or expanding EP/SCADA methodologies, models, products and services, including technically advancing the rigor of products using new analytic methods and structured problem-solving techniques.
-Ability to build diverse, effective collaborative networks and alliances with key peers and stakeholders across the Operations and Intelligence Communities to create integrated high value targeting products.
